Job Description

We are seeking a seasoned Project Manager/Leader to drive a large-scale, complex consolidation initiative in Toronto. This high-profile role requires a strategic leader capable of managing high-risk IT projects from concept through to close-out. You will be responsible for ensuring deliverables meet business requirements on time and within budget while maintaining strict fiscal control and adhering to enterprise-level project management frameworks.

Job Responsibility

  • Lead the planning and implementation of mission-critical initiatives, ensuring compliance with established methodologies, gating processes, and system quality standards
  • Develop and manage complex project budgets across multiple funding channels, ensuring rigorous fiscal control, forecasting, and reconciliation
  • Create and maintain detailed integrated project plans (IPP)
  • perform variance analysis, adjust leads/lags, and monitor critical path activities to prevent slippage
  • Proactively identify potential risks and issues, articulating them to senior executives and recommending effective mitigation strategies
  • Establish and lead steering committees and stakeholder forums, managing relationships with senior staff and external delivery partners
  • Clarify roles for cross-functional teams (including unionized staff and consultants), resolve resourcing conflicts, and set clear performance expectations
  • Develop business transformation and adoption plans, using strategic actions to overcome resistance and facilitate smooth organizational transitions
  • Oversee data migration strategies, vendor contracts, and the translation of complex business needs into technical specifications

Requirements

  • 5–9 years of project management experience leading complex IT initiatives involving business transformation and system design
  • Project Management Professional (PMP) certification is required
  • Expertise in Agile and Waterfall methodologies
  • Hands-on experience with MS Project, Planview, Jira, and Confluence
  • Familiarity with ETL processes, data migration, API integrations, and information security best practices
  • Experience with large-scale repository consolidations and digital standards (e.g., HL7 FHIR)
  • Knowledge of privacy legislation requirements related to data and business processes
  • 5+ years of experience working with broad public-sector providers, including knowledge of registry building blocks (Client, Provider, Consent) and provincial IT approval processes
  • Exceptional leadership, negotiation, and interpersonal skills, with a proven track record of meeting strict deadlines in high-pressure environments
