Job Description:

We are looking for a high-caliber Senior Project Manager to lead large-scale, high-profile, and high-risk I&IT initiatives. This role is focused on the front-end development of vital events initiatives for Ontario citizens. You will be responsible for ensuring that complex application development projects meet stringent business requirements while remaining on time, within scope, and under budget. This is a critical leadership role requiring a blend of agile expertise, fiscal accountability, and superior stakeholder management.

Job Responsibility:

  • Project Oversight: Manage the full project lifecycle—from concept and definition to implementation and close-out—ensuring compliance with OPS methodologies
  • Agile Leadership: Direct agile/scrum teams, managing project backlogs and utilizing collaboration tools like Jira, Trello, or Microsoft Project to track task completion
  • Financial Management: Develop and manage complex project budgets across multiple funding channels
  • perform rigorous forecasting, reconciliation, and actuals confirmation
  • Resource Management: Source, on-board, and lead multi-disciplinary teams (including unionized staff and consultants), clarifying roles and resolving interpersonal conflicts
  • Risk Mitigation: Proactively identify potential risk events, develop mitigation strategies, and present prioritized options to senior executives
  • Technical Integration: Coordinate solution development (design, coding, configuration), data migration, platform upgrades, and Oracle-related deployment activities
  • Stakeholder Engagement: Establish and participate in steering committees and stakeholder forums to manage expectations and overcome resistance to change

Requirements:

  • Project Management Mastery: 10+ years of hands-on experience managing large, complex enterprise application development projects (multi-year/multi-million dollar budgets)
  • Agile Expertise: 7+ years of experience managing agile, iterative, or scrum-based projects
  • Vital Events Experience: 3+ years of experience specifically leading complex, public-facing vital events initiatives for the citizens of Ontario
  • Technical Breadth: 5+ years of experience managing technical tasks including solution design, testing, platform patching, and end-to-end electronic solution delivery
  • Documentation Skills: Proven ability to create business cases, Privacy Impact Assessments (PIA), and Threat Risk Assessments (TRA)
  • Tools: Expert proficiency in Microsoft Project, Visio, PowerPoint, and agile tracking tools (Jira/Kanban)
  • Public Sector Knowledge: Familiarity with ITIL processes (incident, release, and problem management) and government gating/procurement procedures
