Job Description

We are looking for an experienced Senior Principal Procurement Specialist to oversee procurement activities related to contingent labor through various methods. This role demands a strategic thinker with the ability to manage supplier relationships, ensure compliance with regulations, and support key project milestones.

Job Responsibility

  • Prepare and manage solicitation documents, including requests for proposals, quotations, and technical service agreements from subcontractors and consultants
  • Analyze cost, pricing, technical capabilities, and financial stability of suppliers to ensure optimal procurement decisions
  • Monitor supplier performance against critical project milestones and recommend corrective measures when necessary
  • Review and ensure statements of work align with company policies, procedures, and applicable laws
  • Develop and execute negotiation strategies for pricing, delivery terms, and other contractual agreements
  • Create and maintain purchase order documentation in compliance with government regulations and company policies
  • Issue purchase orders for procurement packages of varying complexity while ensuring regulatory adherence
  • Collaborate with internal stakeholders, including legal teams and senior leadership, to resolve escalations and customer concerns
  • Track and report supplier cost, schedule, and performance metrics, implementing improvements as required
  • Support audit and gate review processes through comprehensive documentation and reporting

Requirements

  • Proven experience in procurement, supply chain management, or a related field
  • Strong negotiation skills with the ability to develop and implement effective strategies
  • Familiarity with government regulations and procurement policies, including FAR and DFAR
  • Proficiency in SAP R/3 or similar enterprise resource planning tools
  • Exceptional analytical skills for cost and price analysis
  • Ability to manage supplier relationships and monitor performance against project goals
  • Excellent communication skills to interact with internal and external stakeholders
  • Knowledge of compliance standards and legal regulations related to procurement
