San José Clean Energy (SJCE), the City of San José’s local, not-for-profit electricity supplier, is seeking a dynamic and motivated Senior Power Resources Specialist to join the Power Resources Division. In this role, you will help drive the City's clean energy goals by managing renewable energy procurement, minimizing risk, and advancing the transition to a low-carbon energy future. As a Senior Power Resources Specialist, you will support the procurement and management of renewable energy projects, storage resources, and power supply contracts, contributing to the growth and resilience of SJCE’s energy portfolio. This fast-paced role reports to a Principal Power Resources Specialist and offers opportunities to collaborate with multiple divisions to meet SJCE's long-term goals.
Job Responsibility:
Prepare and issue solicitations for energy, renewable energy credits, and resource adequacy services
Manage the procurement of energy resources, including renewable energy, storage projects, and long-term power supply products
Analyze and recommend power supply products to minimize financial and operational risks to the energy portfolio
Support the development of strategies to improve portfolio performance, lower costs, and enhance resource stability
Collaborate with the regulatory team on required filings such as Integrated Resource Plans (IRPs) and renewable procurement plans
Ensure all activities comply with Federal, State, and local regulations, including California Independent System Operator (CAISO) markets and California Public Utilities Commission (CPUC) requirements
Work with the Long-Term Origination team on strategic procurement opportunities, including clean energy and battery storage projects
Collaborate with the account management team to develop new products, such as market-price components and feed-in-tariffs, that meet customer demand
Prepare materials and presentations for City Council meetings and public forums on power procurement activities
Develop and maintain strong relationships with energy suppliers and consultants
Coordinate joint procurement efforts with other Community Choice Aggregators (CCAs) and California Community Power
Conduct in-depth analyses of the SJCE resource portfolio, and provide recommendations for improvements and risk mitigation
Prepare and present reports to internal stakeholders and City committees to drive decision-making processes
Requirements:
Bachelor’s degree in Business, Economics, Engineering, Environmental Studies, or a related field
At least 3 years of experience in energy resources operations, planning, purchasing, or contract negotiations
Valid California driver’s license (if required)
Deep understanding of California’s energy markets
Proven track record in renewable energy procurement, power trading, and contract management
Experience working with renewable energy developers, large energy trading firms, investor-owned utilities, and CCAs
In-depth knowledge of power generation technologies, seasonal market dynamics, and energy pricing trends
Experience in managing energy procurement processes, including developing and executing power contracts such as the Edison Electric Institute (EEI) and Western Systems Power Pool (WSSP) agreements
Familiarity with energy hedging and portfolio management strategies
Strong experience in modeling power portfolios to assess risks, costs, and revenues
Understanding of the regulatory landscape, particularly CAISO, CPUC requirements, and Resource Adequacy programs
