Job Description

We are seeking a Senior PeopleSoft HCM Payroll Functional Lead to support and enhance a large-scale statewide ERP environment. The ideal candidate will have extensive experience with PeopleSoft HCM 9.2 Payroll, system configuration, payroll operations, security standards, workflow management, and production support. This role will serve as a key liaison between business stakeholders, technical teams, vendors, and executive leadership while ensuring compliance with federal labor laws and state policies.

Job Responsibility

  • Lead functional support and enhancement activities for the PeopleSoft HCM Payroll module
  • Configure, maintain, and troubleshoot PeopleSoft Payroll and related ERP components
  • Support payroll processing, reconciliations, issue resolution, and statewide payroll operations
  • Manage Approval Workflow Engine (AWE), batch processing, and Run My Jobs (RMJ) activities
  • Develop and execute strategic roadmaps for payroll and ERP system improvements
  • Collaborate with technical teams on App Designer, Integration Broker, SQR, SQL, BI Publisher, and reporting solutions
  • Ensure compliance with federal labor laws, security standards, NIST guidelines, and state policies
  • Support audits, open records requests, and executive reporting requirements
  • Coordinate fiscal year-end payroll activities and statewide payroll initiatives
  • Monitor vendor performance and ensure adherence to contractual obligations
  • Participate in disaster recovery planning, testing, and business continuity activities
  • Provide leadership, stakeholder communication, and project support across multiple agencies

Requirements

  • 8+ years of experience supporting PeopleSoft HCM Payroll 9.2
  • Extensive experience with PeopleSoft system configuration and functional support
  • Strong knowledge of federal labor laws and payroll regulations
  • Experience with App Designer, Integration Broker, SQR, SQL, BI Publisher, and SAP BusinessObjects
  • Expertise with Approval Workflow Engine (AWE), batch jobs, and Run My Jobs (RMJ)
  • Experience developing executive presentations and supporting audits
  • Strong strategic planning, communication, and stakeholder management skills
  • Knowledge of security best practices, NIST standards, and multi-tenant ERP environments
  • Experience coordinating fiscal year-end payroll processes
  • Familiarity with ITIL, ITSM, and IT Asset Management principles

Nice to have

  • Experience supporting Texas CAPPS systems and Texas state agencies
  • Experience participating in Disaster Recovery exercises
  • Experience providing Tier 2 support in a large multi-agency environment
  • Knowledge of legacy statewide financial systems
  • Experience with production support and ERP operations
  • CPA-related payroll systems experience
  • Experience managing large-scale government ERP projects
