Job Description:

Valley Fiber Ltd. is seeking a Senior Manager, Planning & Engineering to lead our Planning & Engineering department. You bring robust Outside Plant (OSP) engineering expertise, strong leadership capabilities, and proven management experience. Reporting to the Head of Planning & Engineering, you will help oversee a team of supervisors, network designers, and drafters. In this role, you will offer mentorship, provide strategic direction, communicate milestones and deliverables to internal stakeholders, and ensure consistently high standards of quality and accuracy.

Job Responsibility:

  • Ensure departmental milestones and performance targets are consistently met or exceeded
  • Establish and maintaining relationships with municipalities and permitting authorities
  • Oversee the delivery of high-quality engineering outputs—on time and within budget
  • Conduct final reviews of completed work to ensure accuracy and protection of existing underground/civil infrastructure for new OSP installations
  • Support projects including FTTH deployments, permitting, fiber-to-the-suite, and greenfield residential/commercial developments
  • Manage day-to-day operations related to the expansion and sustainment of existing telecommunications networks (relocations, infrastructure modifications, etc.)
  • Work closely with departmental supervisors to ensure all work aligns with defined scope and standards
  • Maintain project schedules and engineering deliverables
  • Manage budgets and timelines for assigned work
  • Integrate safety considerations into all engineering designs
  • Conduct quality and safety reviews of OSP civil designs and underground plant analysis
  • Provide feedback, collaborate with peers, and contribute to process and procedural enhancements
  • Oversee contract labor management, including developing consistent scopes of work, supporting pricing negotiations, and approving vendor selections

Requirements:

  • 10+ years of design experience in telecommunications or utilities
  • 5+ years of experience leading engineering or design teams
  • Graduate of a technical college program in civil, electrical/telecommunications, GIS, or equivalent experience
  • Strong knowledge of OSP design practices and municipal permitting requirements (MTI permit experience an asset)
  • Experience in both aerial and underground telecommunications design and construction
  • Background in OSP telecommunications infrastructure design and/or construction
  • Fiber optic deployment experience (FTTH, FTTx, long-haul, local access) considered an asset
  • Familiarity with applicable codes and standards (CSA, provincial, etc.)
  • Professional Engineer (P.Eng.) designation is an asset.
