We are seeking an experienced technical architect and analyst to support a legacy modernization initiative involving mainframe applications, PowerBuilder-based systems, and vendor-proposed migration solutions. The ideal candidate will possess deep expertise in legacy application architectures and modernization approaches, with the ability to critically evaluate technical designs, architectural assumptions, and implementation strategies. This role will serve as an independent technical advisor responsible for assessing solution viability, reviewing vendor deliverables, validating architectural decisions, and providing technical analysis to support project governance and decision-making. While a significant portion of the work will involve reviewing contractual deliverables, work products, compliance artifacts, and technical documentation, the consultant must also be capable of performing detailed analysis of PowerBuilder applications, COBOL/mainframe environments, data access architectures, and integration approaches.
Job Responsibility
Evaluate proposed modernization and migration architectures for technical feasibility, scalability, maintainability, and business alignment
Assess vendor claims and technical assumptions regarding application compatibility, data access, and platform migration strategies
Analyze PowerBuilder application dependencies, data access methods, and interactions with mainframe-hosted data and services
Review COBOL and mainframe architectures to determine impacts associated with data migration, platform modernization, or application refactoring
Validate whether existing PowerBuilder applications can effectively operate against non-mainframe data stores and identify remediation requirements where necessary
Conduct independent technical assessments of vendor-provided code solutions, design artifacts, and implementation approaches
Review technical deliverables, statements of work, architecture documents, and project work products for completeness and compliance with contractual requirements
Identify technical risks, gaps, assumptions, and potential implementation challenges
Develop findings, recommendations, and executive-level technical assessments to support project governance and stakeholder decision-making
Participate in architecture reviews, technical workshops, and vendor discussions as a subject matter expert
Requirements
10+ years of experience in enterprise application architecture, systems integration, or modernization initiatives
Strong experience with PowerBuilder application architecture, development, and database connectivity
Deep understanding of IBM mainframe environments, including COBOL-based applications and associated data platforms
Experience evaluating legacy modernization, replatforming, or migration solutions
Ability to analyze application-to-data-layer dependencies and assess impacts of database migration strategies
Experience reviewing source code, technical designs, and vendor implementation approaches
Strong technical writing and documentation review skills
Ability to communicate complex technical findings to both technical and executive audiences
Nice to have
Experience with mainframe-to-distributed platform migrations
Familiarity with database modernization and data migration strategies
Experience supporting government or regulated-industry technology programs
Knowledge of software architecture governance, quality assurance, and compliance review processes
Experience serving as an independent verification and validation (IV&V), technical assurance, or solution oversight resource
