The M25 is one of our Flagship projects in the UK! It is the most used part of the UK Strategic Road Network with it seeing over 200,000 vehicles per day and it’s a critical infrastructure asset for personal and goods vehicles into and around our capital. The network includes around 800 structures and 5 tunnels, so it requires high levels of performance, constant improvement and repairs to keep it operating smoothly. We’ve formed a Joint Venture project called Connect Plus Services (CPS) to work with our partners to widen, operate and maintain the M25 under a 30-year contract and are currently looking for a Senior ITS / Technology Design Engineer to review, take leadership and management of ITS/ Technology systems design undertaken by Framework and external consultants. Management and provision of cost-effective design solutions to maintain or improve the M25 ITS/ Technology assets to the standards agreed and considering the needs of key stakeholders. Deliver the outcomes agreed with the National Highways to programme and budget, and to meet CPS quality standards. Coordination and collaboration between design, asset and PM teams, and organisations (NH SES). To manage design delivery, and review documentation, from External Consultants. For internal candidates, open to consider a secondment for 12-18 months
Job Responsibility:
ITS/ Technology Design schemes. Complete Technology design for a range of ITS assets (CCTV, signals, VMS, ERT, MIDAS, etc) on time and to budget, present/report to Client on progress
Responsible for producing, checking and certifying designs, documents and reports and deliverables from internal and external designers to ensure that designs are complete and compliant prior submission to National Highways through the Review Process
Assist the wider Design Team in various Improvement and Renewal Schemes
Deliver agreed outcomes and scope, on time and to budget to technical standards and legal requirements
In-house design of selected technology packages
Undertake optioneering and feasibility of design solutions and preparation of whole life costing
Develop and agree briefs with the design team and design suppliers, to cover scope, budget and programme, and to obtain agreement from Asset head for the same
Prepare and submit instructions to design suppliers
Contribute to the Design Review Process (Certification) in accordance with the DBFO contract
Ensure that all designs meet the quality standards required by the DBFO contract and CPS internal standards
Work with the Project Manager for internal reviews during the design phase to ensure that they are timely and appropriate sign off is achieved
Contribute to design and supplier costs and budget and review supplier invoices for payment when required
Liaise with National Highways on technical issues and submissions
Liaise internally with other teams within Connect Plus (CP) and CPS as required
Liaise with all statutory bodies/authorities as required – such as Highway Authorities, Planning Authorities and statutory undertakers
Report to the project manager on performance against budget and programme
Lead innovation and continual improvement in the delivery of schemes and techniques used in design and construction
Support the development of in-house design capability and continuous improvement of processes and deliverables
Ensure that learning and best practice is captured from the project with the aim of sharing it across the business
Deputise for line manager as required
Ensure the Principal Designer and delegated duties are met under CDM
Support the delivery of the business’ sustainability activities
Membership of an appropriate professional institution (IET or IHE)
Working towards IEng or CEng level
Competent in ITS/ Technology Design and Assessment
Knowledge of CDM and other H&S legislation
Competent in exercising the Designer’s duties and the Principal Designer duties under CDM
Excellent IT Skills and Microsoft Office is essential
Knowledge of design and assessment standards (DMRB / MCHW / IEC / 18th Edition IET Requirements for Electrical Installations (C&G 2382) etc.) relevant to ITS/ Technology
Working knowledge of ITS/ Technology equipment (CCTV, signals, VMS, ERT, MIDAS, etc)
Nice to have:
Strong problem-solving skills and ability to work in a team environment
Knowledge of communication networks and cyber security
Experience of highway design at various stages of the project life cycle
Specific experience in any, or all, of the following areas is advantageous: Intelligent Transport Systems, electrical designs, Highways standards and Commissioning
Experience in the preparation and checking of reports and drawings for designs or, construction projects
Hold appropriate CSCS card registration
Knowledge of Microsoft Project
Consultation experience with National Highways, Local Councils, Emergency Services and key stakeholders
Broad skills, knowledge/understanding of other Technology related design areas
Licensed to drive in the UK or with reciprocal agreement
