Job Description

NCDHHS ITD is seeking a Sr. Specialist for a critical project to replace an on-premises custom-built solution to a new web-based incident reporting application/information system on the SimpliGov platform.

Job Responsibility

  • Work on application development, integration development and maintenance of the application
  • Collaborate with stakeholders and other Agile team members to develop reliable, secure configuration from inception to completion, ensuring alignment with organizational goals
  • Provide support and troubleshooting for ongoing development issues reported by users during testing
  • Test finished incremental components and provide feedback to the vendor
  • Regularly monitor the SimpliGov environment to ensure system health, uptime, and performance
  • Monitor APIs and Integrations
  • Assist in performing functional and integrated testing
  • Prepare and maintain project documentation and artifacts including analysis, reports, and user documentation
  • Support required system go-live activities
  • Attend Project meetings and own SCRUM deliverables
  • Assess and re-engineer small-scale .NET applications into Power Apps, ServiceNow, Salesforce or SimpliGov ensuring business logic is preserved and optimized
  • Work with stakeholders to document current business processes embedded in legacy applications and translate them into modern workflows
  • Execute SQL Server Azure Cloud migrations, ensuring data integrity and performance
  • Transition SAS/Access reports into Power BI dashboards with automation
  • Prepare and maintain project artifacts, reports, and user documentation

Requirements

  • Experience configuring and building complex workflow automation applications using low-code-no-code platforms
  • Experience developing custom objects, workflows, validation & business rules, and trigger notifications
  • Any System Administrator, Developer, certifications experience is preferred
  • Understanding of Software Development Lifecycle (SDLC) concepts and process
  • Experience with Microsoft Office Suite (MS Word, EXCEL, PowerPoint, Visio), Microsoft Power BI and Microsoft Project
  • Experience creating dashboards and reports
  • Experience with integration tools such as Boomi
  • Experience with data conversion
  • Experience or working knowledge of managing and maintaining Active Directory integrations and importing users and associated AD attributes along with SSO integrations

  • Participate in and own SCRUM ceremonies along with the Project Manager and Business Analyst
  • Experience with software implementation projects and with Cloud technologies
  • Ability to evaluate existing small-scale .NET applications (C#, VB.NET), understand their business processes, and determine the most suitable modernization platform and rewrite them into modern platforms such as SimpliGov, Power Apps, ServiceNow, or Salesforce
  • Strong skills in reverse-engineering legacy applications to capture requirements, workflows, and user needs before redesign
  • Experience moving on-prem SQL Server databases to Azure Cloud, including schema migration, ETL, and validation
  • Migrating SAS/Access-based reports into Power BI for automation and interactive dashboards
  • Familiarity with Azure Data Factory, Azure SQL Database, Synapse Analytics, and Blob Storage
  • Proven track record of delivering projects and workstreams with aggressive timelines and deliver within scope, budget and schedule (10 years)
  • Objective decision-making ability based on strategic objectives priority, business performance analysis and resource availability (10 years)
