The Senior HSE Engineer is responsible for monitoring and assessing hazardous and unsafe situations, as well as developing measures to assure personnel safety of employees on the project site. The Senior HSE Engineer will correct unsafe acts or conditions and prevent or stop unsafe performances or behavior when immediate action is required. The role ensures that the site safety and health plan are prepared and implemented. The person performing this role must ensure awareness of active and developing situations and clearly communicate safety memos in each Incident Action Plan.
Job Responsibility:
Carry out the site HSE inspections
identify any potential hazards
implement corrective measures and ensure compliance at site
Develop, implement and communicate the Occupational Health Risk Management Plan
Assist in identification of risks associated with operational activities and the development of Risk-Assessments
Prepare HSE plan
establishing safety standards and policies as needed
Prepare HSE periodical reports, statistics and related documents
Prepare and submit HSE performance report to clients
Prepare Task Risk Assessments (TRA’s) and Project Risk Assessment
Ensure proper compliance and implementation of 'Permit to Work' procedure and systems
Coordinate and participate in the investigation of site incidents, and root cause identification and analysis
Follow-up and close-out all Non-compliance (NCs), complaints, inspection required actions from audit reports from clients and consultants in coordination with the Project Management Team
Perform ‘Emergency Evacuation Drills’, and exercises on how to manage emergency situations
Conduct basic HSE daily TBT, safety awareness, behavioral based safety (BBS) training, to educate and train employees on HSE regulations and practice
Conduct job hazard analyses
Coordinate registration and removal of hazardous waste
Lead and facilitate incident or accident investigations and reporting, ensuring effectiveness of corrective actions

Arrange and manage third party inspections at sites when required
Verify that all tools and equipment are adequate and safe for use
Ensure that employees are following established policies and safety regulations
Organize notes, cautions, warnings and HSE related signs to be displayed at sites
Develop uniform interpretation for commonly used safety standards
Participate in reviewing client complaints, maintaining the complaints record and providing constructive feedback when required
Carry out internal and external audits on projects, ensuring effectiveness
Coordinate with the subcontractors Safety Engineers
Prepare and follow up closing of the snags during hand over
Prepare and develop comprehensive safety reports
Participate in regular HSE meetings with the Client and the Client's Representative as appropriate
Requirements:
Bachelor’s or a Master’s degree in Safety Management, Engineering or a relevant field
A minimum of 15+ years of relevant experience in the field of Health and Safety, from the energy & power industry in the GCC/UAE
Adept in identifying hazardous and critical activities, and developing the necessary risk-assessments
Conversant with all local laws and regulations in the field of safety and environmental management
NEBOSH – International General Certificate
Exposure to IMS (ISO 9001, ISO 14001, ISO 45001)
Experienced in writing reports and policies for Health & Safety
In depth knowledge of Fire Fighting and First Aid
Physically fit and able to work /walk outdoors for a long period of time
Sound knowledge in developing and maintaining HSE internal control structures and systems, and ensure its successful implementation on site
Hone creative problem solving skills, analytical skills, and the ability to think strategically
