Job Description:

The Senior Contract Advisor will join the Contract Administration team within Evernorth Federal Services and will be responsible for administering federal contracts, with a primary focus on the Department of Defense (DoD) TRICARE Pharmacy contract. This role will manage contracts of moderate to significant complexity and will serve as a trusted advisor to the organization on contractual matters.

Job Responsibility:

  • Advising internal stakeholders on complex federal contract administration issues
  • Providing guidance and mentorship to less experienced contracting professionals
  • Participating in the development, review, and negotiation of Statements of Work (SOWs)
  • Developing, implementing, and overseeing the Small Business Plan
  • Identifying, managing, and mitigating Organizational Conflicts of Interest (OCI)
  • Ensuring all contract deliverables are submitted on time and meet quality standards
  • Leading the Contractor Performance Assessment Reporting System (CPARS) process and Award Fee Self-Assessments
  • Managing security and compliance requirements, including SSP, DSA, NIST, ICA with DLA, and related activities
  • Drafting clear, accurate, and well-researched internal and client-facing communications on complex contractual topics
  • Driving process improvements, mitigating contractual and financial risk, and creating operational efficiencies
  • Supporting additional projects and initiatives as assigned

Requirements:

  • Bachelor’s degree in business, contracting, legal studies, communications, or a related field, with 7+ years of relevant experience
  • Demonstrated experience administering federal contracts
  • Proven history of high performance, strong initiative, and a results-driven mindset
  • Exceptional attention to detail and strong analytical skills
  • Excellent written and verbal communication skills, with the ability to engage effectively with both internal and external stakeholders
  • Ability to manage multiple priorities independently with minimal supervision
  • Willingness to work onsite three days per week at a Cigna or client location (subject to change)
  • Ability to travel as required

Nice to have:

NCMA and/or Defense Acquisition University (DAU) certifications
