Reporting to the Manager, Finance, the successful candidate will develop and provide financial accounting, budgeting, and payment processing support for a newly established government entity from scratch. This is a pivotal role focused on establishing the foundational financial framework and ensuring robust reporting standards.
Job Responsibility:
Annual Reporting: Set up and support the entity’s first annual report, including financial statements, procurement activities, addressing audit queries, and preparing financial/non-financial notes
Process Establishment: Set up and implement financial reporting processes for actuals and budgets, including monitoring variances and preparing ad-hoc reports for FOI and audits
Compliance: Establish and prepare compliance returns (payroll tax, WorkCover, BAS) and ensure all processes align with Standing Directions and Asset Management requirements
Policy Development: Write and implement finance policies and procedures, including accounts receivable, accounts payable, banking, and financial journals
Financial Management: Maintain accurate reporting, budgets, and forecasts while managing general ledger reconciliations
Requirements:
CPA or CA qualified (current membership)
Demonstrated financial compliance and reporting experience within the Victorian State Government
Advanced Microsoft Excel skills (pivot tables, complex formulas)
Experience with Oracle Cloud, Axiom, or similar ERP software
Ability to interpret business plans, provide specialist professional advice, and manage complex stakeholder relationships
Experience in managing people and holding teams accountable to public sector values
