The role focuses on leading the pre-development phase of property projects. Key priorities include managing project design and budgets, coordinating with cross-functional teams and consultants, ensuring regulatory compliance with authorities, and overseeing the procurement process to ensure projects are "construction-ready" on schedule.
Job Responsibility:
Operational Leadership: Support the Head of Planning in executing business plans by managing project operations and optimizing resource allocation
Design & Budget Management: Oversee the design lifecycle, ensuring technical specifications are met while maintaining strict cost controls and project timelines
Strategic Pre-Development: Develop project briefs, work programs, and risk management registers to align with corporate revenue targets
Quality Assurance: Ensure all pre-development documentation and workflows strictly adhere to company SOPs and quality standards
Procurement & Contract Coordination: Partner with Supply Chain teams to manage tenders, preliminary cost estimates, and contract awards
Stakeholder & Authority Liaison: Serve as the primary point of contact for government agencies (e.g., TNB, MIDA, Plan Malaysia) to secure necessary project approvals and permits
Requirements:
Bachelor’s degree in Construction Management, Civil Engineering, Architecture, or equivalent
Minimum of 10 years of experience working in property development companies, with a focus on the pre-development phase
