At least 6 years of experience in cost estimating, cost analysis, and complex data analysis for DoD program(s) / Program Office(s), agency(ies), or competency organization(s)
Professional certification from a recognized professional society or educational organization in the specific career field. ICEAA Certified Cost Estimator / Analyst (CCEA®) strongly preferred
Highly proficient in MS Excel along with proficiency in other MS Office applications (Excel, Word, Access, PowerPoint)
Secret level security clearance required
Bachelor’s degree required. 24 semester hours of quantitative course work (mathematics, statistics, engineering, physics, chemistry, etc.) required to include three hours of college level calculus

At least 10-years of combined industry and government acquisition experience
4-years shall include duties/assignments specifically in support of defense acquisition programs
Experience with nuclear delivery systems highly desired
Master’s Degree (B/S) in Management, Business, Economics, Finance, Accounting, Mathematics, Science, Technology, Engineering, or Statistics
Strong understanding of system engineering, subsystem technical relationships, engineering trades, technology development and risk and system maturity
Proficient in performing cost estimating activities such as cost analysis, statistical analysis, WBS development, and risk analysis
Working knowledge of M/S Project
Proficiency with M/S office applications required, i.e., Word, PowerPoint, and Excel
Excellent verbal communication, written, and quantitative analytical skills required
Experience with cost estimating principles and DoD acquisition policies

Job Responsibility

Help define military nuclear delivery system scope, requirements, configurations, and identify, track, and quantify technical, cost, and schedule risks in a science and technology environment
Responsible for developing and delivering cost estimates and analyzing Integrated Master Schedules (IMS) for nuclear delivery defense acquisition projects
Responsible for creating estimates using ACEIT software
Responsible for understanding EVM and schedule estimating, substantiation of confidence level generation, and schedule/prediction analysis to monitor/extrapolate cost/schedule performance during mission execution
Familiar with stochastic modeling and have an understanding of how to apply sophisticated statistical and analytical techniques and convey the meaning of the results to DOD decision makers
Daily interfaces with government personnel, prime contractors, and regular travel to Kirtland Air Force Base (KAFB), NM and occasional travel to other government and contractor facilities
