We are seeking an experienced cost estimating professional with strong analytical and communication skills to support cost analysis for the Space Access Program Acquisition Executive (PAE) for the National Security Space Launch Program, which includes United Launch Alliance, SpaceX, and Blue Origin. A successful candidate will apply cost estimating techniques to prepare accurate estimates. The ideal candidate will demonstrate a thorough understanding of the cost estimating process for Department of War (DoW) weapon systems, along with practical experience in analyzing technical and cost data, developing and applying cost methodologies, using cost estimating models, preparing defendable and traceable life cycle cost estimates, and presenting and documenting analyses and results.
Job Responsibility
Apply cost estimating techniques to prepare accurate estimates
Develop cost estimates, conduct risk analyses, and generate supporting documentation
Provide proposal pricing support to government source selection teams as needed
Analyze launch vehicle, launch range, and space mobility and logistics contractor cost estimates and provide recommendations to government customers
Collaborate with program managers and technical staff to develop acquisition strategies and program documents
Present results to government customers
Requirements
A minimum of fifteen years of cost estimating and analysis experience is required, with at least ten years in a space program environment
Familiarity with systems engineering principles, large-scale development and test programs, and risk analysis is preferred
Certification in cost estimating from a recognized professional society/educational organization (i.e., ICEAA or DAWIA) is highly desired
Experience using Automated Cost Estimating Integrated Tools (ACEIT) and MS Excel required
Strong verbal and written communication skills are required
Candidates must be able to work both independently and collaboratively in a fast-paced United States Space Force launch environment
Extensive knowledge of the Department of War (DoW) acquisition process is required, along with experience developing hardware and software cost estimating relationships and methodologies, building cost models, applying inflation and phasing, collecting and normalizing data, performing detailed risk analysis, and documenting results
A bachelor's degree in mathematics, business, economics, finance, accounting, engineering, or statistics is required
A Master of Science in Cost Analysis from The Air Force Institute of Technology (AFIT) is highly preferred
Secret Clearance is required
Top Secret/Sensitive Compartmented Information (TS/SCI) clearance is desired
U.S. citizenship is required
Bachelor's degree required, preferably in math, engineering, or the sciences
Nice to have
Experience leading independent cost estimates and reviews is a plus
Familiarity with the DoW and United States Space Force budget cycles is a plus
Top Secret/Sensitive Compartmented Information (TS/SCI) clearance is desired
