Job Description:

At all levels, our Cost Analyst will utilize and enhance their skills in cost estimating and analysis by supporting programs related to the development and acquisition of space vehicles for various legacy programs of the DOD and Intelligence communities. The support and expertise you provide will directly impact the objectives of our national defense and security.

Job Responsibility:

  • Interface with OSL project officers, external USG partners, and commercial vendors
  • Perform launch cost modeling, launch vehicle cost requirements database population and maintenance, and launch vehicle 'quick reaction' scenario studies
  • Leverage subject matter expertise to address scenarios presented by OSL and NRO leadership – develop and maintain the requisite tools, databases, and systems required to maximize estimate accuracy/reliability while minimizing estimate development time
  • Provide input to specialized independent cost estimating products with a defined scope and end product on an as-needed basis
  • Utilize modeling and estimation subject matter expertise to coordinate with external estimating organizations, including but not limited to the NRO/CAAG, ODNI/CAIG, SMC/LE and OSD/CAPE
  • Some domestic travel may be required

Requirements:

  • Master’s degree preferred, Bachelor’s degree required, preferably in math, finance, engineering, business, accounting or the sciences
  • In lieu of 4 year degree, additional years of experience may be considered
  • TS/SCI with CI poly required
  • Minimum 5 years NRO experience
  • 10 relevant years of experience
  • Proficient in Microsoft Excel, Word and PowerPoint
  • Knowledge of IC budgetary principles and procedures
  • Skill to recognize when decisions or information should be referred to a higher authority
  • Demonstrated knowledge of acquisition management regulations, practices, policies, and procedures including major system acquisition lifecycle resource planning practices and procedures, and Acquisition Program Baseline development and PMPs

  • Observe and report useful, data-driven insights and make recommendations to Government customers
  • Analyze hardware/software contractor’s: Cost/schedule/technical data and/or estimates and generate independent projections
  • Cost/schedule/technical data and provide evaluations and assessments to our customers and Government leaders
  • Proposal data (both technical and price) and support Government source selections
  • Be able to comfortably, confidently and accurately present results to our Government customers (all levels of DoD review)
  • Support and participate in all hardware/software design reviews, timed program reviews and management reviews
  • Arm the PM, SML, CFO & PEO with accurate, concise and defendable cost positions
