The Senior Construction Manager / Construction Management Representative (CMR) will provide full-time, on-site construction management services for the Morefield Waterline Replacement Project at Mesa Verde National Park. This role supports the Government by observing, documenting, and reporting construction activities to ensure compliance with contract documents, approved plans and specifications, applicable building codes, safety regulations, project schedules, and cost requirements.
Job Responsibility:
Provide full-time, on-site construction management services as the Government’s Construction Management Representative
Observe, document, and report contractor performance related to progress, quality, workmanship, safety, and compliance with contract documents and applicable codes
Prepare detailed daily construction reports, including photographic documentation, and upload reports weekly into the designated CM software system
Monitor contractor compliance with Accident Prevention Plans (APP) and applicable safety regulations
attend contractor-led safety meetings and document issues
Review and interpret construction schedules to evaluate progress and identify impacts or delays
Review monthly baseline and schedule updates
complete and submit required DSC schedule review checklists and logs
Review contractor payment requests to verify completed work aligns with approved activities, percentages, and costs
Analyze cost estimates and proposals broken down by prime and subcontractor labor, equipment, materials, overhead, and profit
Assist the Government in defining, documenting, and tracking scope changes, differing site conditions, and contract modifications
Receive, log, review, and track all submittals, RFIs, Division 01 requirements, materials, and equipment for completeness and compliance
Reject incomplete or non-compliant submittals or RFIs and require resubmission prior to forwarding for review
Verify construction materials and equipment upon delivery align with approved submittals
immediately notify the COR of discrepancies
Review Construction Contractor Quality Control (CQC) Daily Reports and compare with CMR Daily Reports
notify the COR of inconsistencies
Review certified payrolls and payroll logs weekly for Department of Labor compliance
notify the Contracting Officer of discrepancies and assist with resolution
Conduct labor interviews and document using SF1445 Labor Standards Interviews, interviewing at least one employee per on-site company
Arrange, attend, facilitate, and document project meetings including weekly progress meetings, inspections, AE/AHJ coordination meetings, and negotiations
Complete and distribute meeting minutes within one business day
Facilitate substantial completion inspections and review AE deficiency lists
prepare cost estimates for corrective work
Review O&M manuals, warranties, guarantees, and closeout documentation for completeness and compliance
Assist the Government with documentation related to contract changes, RFPs, negotiations, disputes, and maintain organized RFP logs and files
Requirements:
Bachelor’s degree in Construction Management, Engineering, or related field
Active Professional Civil Engineer (PE) License
Minimum 10 years of experience in construction management and/or trade supervision for civil utilities construction
Direct experience required in: Municipal waterline construction
Pipeline infrastructure
Horizontal Directional Drilling (HDD)
OSHA 30-Hour Certification
Ability to read, interpret, and apply construction contracts, plans, specifications, and schedules
Physical ability to walk, climb, and traverse active construction sites daily
Must have or be able to obtain and maintain a Real ID or Passport in order to undergo commercial airfare travel
Must have or be able to obtain and maintain a valid driver's license
Nice to have:
Proficiency using construction management software platforms
Strong working knowledge of: Microsoft Teams (meetings, screen sharing, recordings)
Microsoft Word, Excel, MS Project
