Job Description

The Senior Community Impact Manager, Systems Change and Public Policy works with the Director, Systems Change and Public Policy to identify, prioritize, track, communicate about, and advocate for United Way's public policy and advocacy priorities and positions. The person in this role takes the initiative on reaching out to and building strong relationships with Black, Indigenous, People of Color (BIPOC) advocacy partners, and elevating BIPOC community voices in United Way's advocacy work. The position also helps manage grants to increase BIPOC-led systems change and to build support for BIPOC communities' human services advocacy. This position is part of the Community Services Team at United Way of King County. The position provides leadership in human services advocacy at the different levels of federal, state, city, and county government. The Senior Community Impact Manager, Systems Change and Public Policy focuses on building strong relationships between United Way and BIPOC human services agencies and coalitions, and the position advocates both to elevate BIPOC voices internally around United Way's public policy agenda and to manage grant support for BIPOC community organizing and advocacy on behalf of community-identified human services priorities. The position also holds relationships with mainstream advocacy partners working on issues aligned with United Way's policy agendas.

Job Responsibility

  • Identifies, researches, summarizes, and vets relevant issues in United Way's main investment and public policy areas in a manner that centers racial equity and the voice of communities most impacted by the issues we seek to address and in coordination with BIPOC and 'mainstream' advocacy partners and internal staff
  • Cultivates and builds strong relationships with BIPOC advocacy coalitions and partners and engages grantee agencies and BIPOC community partners in policy agenda development
  • Prepares written materials to describe key BIPOC community issues, United Way's positions, and the evolving positions of relevant public policy makers
  • Writes and posts blog articles, composes action alerts, and writes letters and emails to public officials and constituents on BIPOC-led systems change and public policy issues
  • Meets with elected officials, lobbyists, advocacy coalitions and others to elevate BIPOC community voices in human services advocacy
  • Helps manage lobbying contract and direct lobbying activities, including reporting to appropriate disclosure agencies
  • Manages and coordinates direct advocacy from United Way donors, Board members, direct service recipients, volunteers, and other stakeholders
  • Helps identify, organize, and participate in meetings and discussions around relevant new and emerging public policy issues/initiatives
  • Manages grants and contracts focusing on BIPOC-led systems change and supporting BIPOC community advocacy, including writing and monitoring contracts, and utilizing United Way's grant and contract systems

Requirements

  • Bachelor's degree or equivalent work experience in human services, public policy, public administration, social work, political science, or a related field
  • A minimum of five years' progressively responsible experience in community organizing, public policy, racial equity, and related positions that include relationship and trust building, research, analysis, and writing
  • Demonstrated experience in project management, organizational development, volunteer management required
  • Experience and understanding of systemic and institutional racial bias
  • Sensitivity to issues and concerns of BIPOC communities required
  • Deep passion for creating an inclusive and equitable work environment a plus
  • Demonstrates advanced public policy knowledge related to human services and cradle-to-career education with an understanding of public policy and funding/budget frameworks at federal, state, and local levels, as well as legislative and community decision-making processes
  • Demonstrated ability to use independent judgment in evaluating situations and recommending decisions
  • Demonstrated understanding of social and racial justice and equity, with a proven commitment to applying racial justice/racial equity analysis in both interpersonal and workplace contexts and particularly to public policy and system change issues
  • Lived experience and/or demonstrated professional skills engaging a wide range of stakeholders from BIPOC community stakeholders to internal partners, advocacy coalitions, high-level volunteers, donors, grass-roots service recipients, and funded agency staff in advocacy and systems change work
  • Demonstrated deep understanding and analysis of the interplay of systems change, public policy, and advancing racial equity from a community perspective
  • Demonstrated ability to research, understand and interpret the strategic interests of policy makers, BIPOC agency and community partners, and United Way and judge whether an issue aligns with United Way's public policy criteria
  • Proven strong written and verbal communication skills, including the ability to write about public policy in layman's terms and talk with elected and appointed officials, community members, lobbyists, grantee agency staff, donors, and others
  • Proven ability to juggle multiple ongoing projects and deadlines
  • Proven analytical, planning, and organizational skills to evaluate complex situations, synthesize large volumes of information relating to public policies, bills, coalition partner agendas, and develop and recommend potential solutions
