Job Description

We are seeking a highly experienced Senior CAPPS Technical Product Manager to lead the strategic planning, technical operations, security governance, and product management activities supporting CAPPS and CPA enterprise application environments. The ideal candidate will possess deep expertise in Texas public sector systems, PeopleSoft technologies, CAPPS operations, vendor management, and enterprise application support. This role will serve as the bridge between business stakeholders, technical teams, and managed service providers, driving product strategy, roadmap development, operational excellence, security compliance, and continuous improvement initiatives across statewide application environments.

Job Responsibility

  • Develop, manage, and execute strategic product and technology roadmaps for CAPPS and CPA-supported applications
  • Lead technical product management activities, ensuring alignment between business objectives and technology solutions
  • Support CAPPS Central production, deployment, and operational activities across multiple agencies and hub environments
  • Manage outsourced technical teams and Managed Service Providers, ensuring contractual compliance, performance, and service quality
  • Oversee enterprise application support, enhancements, upgrades, and operational initiatives
  • Administer and support PeopleSoft FSCM/HCM 9.2 environments and related technologies
  • Ensure compliance with IT security standards, controls, governance policies, and risk management practices
  • Manage user access governance and Segregation of Duties (SoD) controls within multi-tenant application environments
  • Lead technical project management efforts supporting CAPPS initiatives and enterprise programs

  • 12+ years of experience supporting CPA application systems and enterprise technologies
  • 12+ years of experience creating and managing strategic technology roadmaps
  • 10+ years of experience supporting CAPPS programs and enterprise application initiatives
  • 10+ years of experience preparing and delivering executive-level presentations
  • 10+ years of experience managing technical projects and cross-functional teams
  • 10+ years of experience with vendor management and contract compliance
  • 10+ years of experience with SDLC methodologies, data integration, and data quality management
  • 10+ years of experience implementing IT security controls and governance practices
  • 10+ years of hands-on experience with PeopleSoft FSCM/HCM 9.2, PeopleTools, PeopleCode, Application Designer, SQL, PS Query, SQR, Application Engine, and Oracle databases
  • 10+ years of CAPPS Central production and deployment support experience
  • 8+ years of experience with ITIL-based service management and service desk operations
