We are seeking a highly sophisticated, data-centric Senior Business Analyst to join the Support and Data Migration team for the Office of the Public Guardian and Trustee (OPGT) Modernization program. In this strategic role, you will lead the business and systems analysis required to build the refined "Golden Layer" of a modern Microsoft Azure data lakehouse and deliver a modernized Business Intelligence (BI) reporting platform. Acting as the critical liaison between operational business units and the core data engineering squad, you will translate data migration workflows and transactional information from enterprise ERP/CRM systems into clear reporting specifications, data schemas, and Agile user stories.
Job Responsibility
Lead the structural scoping and definition of the reporting Minimum Viable Product (MVP)
Inventory and audit legacy reports, conduct deep gap analyses, and deliver formal future-state recommendations
Elicit, elaborate, and translate complex business data requirements into technical system specifications, reporting definitions, screen layouts, and backend migration rules
Document reporting and migration requirements as actionable user stories and acceptance criteria within Azure DevOps, managing feature prioritization across sprints
Conduct multidimensional business modeling, process mapping, data flow diagramming (DFDs), and conceptual-to-logical data modeling optimized for data warehouse/lakehouse topologies
Bridge the communication gap between non-technical business area stakeholders, database developers, ETL engineers, and QA testing teams
Identify and address data quality anomalies, define data profiling rules, formulate test cases, and perform complex data reconciliations to guarantee the accuracy and integrity of migrated data assets
Participate actively in defect management workflows—identifying, logging, and tracking anomalies from discovery through to regression validation using industry-standard QA practices
Assist in building robust KPIs and tracking metrics to monitor the velocity, completeness, and overarching quality of the data migration pipeline
Provide critical post-migration support, clarify data schema questions for operational teams, and offer expert insights to continuously optimize data management processes in the new environment
Requirements
10+ years of progressive professional experience leading business and systems analysis for large-scale, complex IT environments
Proven experience defining business logic and functional rules for data marts, data warehouses, enterprise lakehouses, or big data analytics initiatives
Direct experience conducting business and system analysis for Microsoft Dynamics 365 Customer Engagement (CE) and/or Finance & Operations (F&O) backend data structures
Deep fluency in both Agile/Scrum and traditional Waterfall project delivery frameworks, with a distinct emphasis on scaling Agile practices
Working knowledge of relational databases with a demonstrated ability to write and execute SQL queries to profile data and audit source-to-target mapping
Strong conceptual understanding of extract, transform, and load (ETL) pipelines, data cleansing patterns, data privacy boundaries, and error-handling routines
Functional familiarity with reporting and visualization suites, specifically Power BI
Experience operating within structured corporate frameworks, security protocols, and strict documentation standards (ideally aligned with public sector guidelines)
