Requirements

Registered with a relevant engineering institution (e.g. IMechE) as a Chartered Engineer. Incorporated Engineer will be considered based on additional experience
Significant and extensive experience in mechanical systems design, operations, and maintenance
Master’s Degree or Bachelor’s Degree. HND or HNC in Mechanical Engineering or similar qualification will be considered based on additional experience
Prior role as Authorising Engineer (AE), Senior Authorised Person (SAP), or equivalent is strongly preferred
Experienced in verifying safe systems of work
Must be able to demonstrate a good understanding of UK health and safety legislation and an ability to carry out risk assessments and propose actions for risk control/management

Job Responsibility

Supporting the H&S team in matters of mechanical safety
Authorising and administration of the Mechanical Safety Rules, associated procedures, and Permit-to-Work arrangements
Providing professional and technical guidance on mechanical construction & mechanical contracting delivery
Owns, interprets and monitors the use of the regional Mechanical Safety Rules
Lead, coach, and performance-manage Mechanical Authorising Engineers (MAEs)
Set criteria for authorisation levels (e.g., Authorised Person (AP), Competent Person (CP), switching authorities, test & inspection)
Oversee initial authorisations, renewals, suspensions, and relocations, etc.
Chair authorisation panels
Ensure competency is evidenced (training, experience logs, assessments, shadowing, refreshers, and CPD)
Maintain central registers of authorisations, training, and critical competencies

Senior Authorised Person (electric) or NCO3 (water) qualifications
Experience in a Utility environment with experience in Multi Utility New Housing Works
A good understanding of current Legislation, Technical Standards & Specifications, Codes of Practice, and Recommendations relating to all of the Gas Distribution Systems
An aptitude for development, particularly the ability to Project Manage electric, water & fibre products, as well as gas

Job Responsibility

Manage Health and Safety matters concerning the Installation and Commissioning of the Utility Networks
Attend monthly site progress meetings and additional meetings to ensure site variations and internal major design changes
Ensure adherence to the agreed timeline for contacting new sites and proper supervision for safe and correct asset construction
Manage project elements including material control and Plant
Monitor productivity and cost management in line with the expected costs of the Projects under your supervision
Liaise with the scheduling team to ensure your program is communicated effectively
Conduct site audits, team audits, van audits, and audits of site preparation to ensure compliance with relevant legislation and company procedures
Handle Health & Safety incident investigation and reporting, including the closure of corrective actions
Assist with existing asset and/or plant queries, emergencies, and any other duties as deemed appropriate
