The consultancy aims to provide strategic support to the SUSTAIN Project in advancing security and community safety in the Bangsamoro region. The primary goal is to ensure that project activities addressing small arms and light weapons (SALW) control and violence prevention remain aligned with national legal frameworks and normalization milestones, while being responsive to evolving security dynamics.
Job Responsibility:
Provide technical guidance on SALW control and community safety
Provide technical guidance on the design of SALW awareness campaigns
Support the project team in school-based and Madrasah education initiatives
Strengthen the capacity of local government units (LGUs)
Advise on inclusive local mechanisms for SALW control and PAG disbandment
Provide technical inputs to the training curricula for security actors
Provide technical input for multi-stakeholder consultations and dialogues
Support the development of community-based reporting and referral systems
Guide participatory research and knowledge documentation
Contribute to risk analysis and early warning frameworks
Support knowledge management and advocacy
Requirements:
Bachelor’s degree in Law, Political Science, International Relations, Peace and Conflict Studies, Security Studies, Development Studies, or a related discipline
or Demonstrated equivalent professional standing through at least 12 years of relevant professional experience in lieu of a formal degree
At least 8–12 years of progressively responsible experience in peacebuilding, community safety, conflict prevention, governance, DDR, SALW control, or related security/normalization programming
Participation in a minimum of 3 relevant assignments or programs involving SALW control or community safety, DDR/normalization or reintegration, conflict-sensitive governance or civilian protection
Demonstrated experience in multi-stakeholder coordination involving government, security actors, civil society, or international partners
Practical knowledge of SALW control frameworks, community safety mechanisms, or violence-prevention programming gained through at least 2 completed projects, studies, or advisory assignments
Experience applying conflict-sensitivity, gender responsiveness, and do-no-harm principles in program design or advisory work
Familiarity with monitoring, evaluation, accountability, and learning (MEAL) or similar analytical and reporting systems
Demonstrated ability to provide technical leadership, advisory support, or facilitation in at least 2 multi-stakeholder processes, trainings, dialogues, or coordination mechanisms in fragile or conflict-affected settings
Experience contributing to dispute resolution, mediation support, or consensus-building initiatives among diverse actors
Strong analytical writing and presentation skills in English
Nice to have:
Master’s degree in Peace and Conflict Studies, International Development, Security Studies, Public Administration, or a related field
or Equivalent senior-level professional experience in peace, security, or governance programming
Training or certification in SALW control, DDR, preventing violent extremism, mediation, humanitarian negotiation, community security, or MEAL
Experience in at least one assignment or engagement with UN agencies, ASEAN bodies, international NGOs, or multilateral peacebuilding programs
or National-level policy, security, or normalization initiatives in fragile or transition contexts
Knowledge of the Bangsamoro peace process, normalization mechanisms, or BARMM governance context
or Comparable experience in other post-conflict or autonomous governance settings in Southeast Asia or beyond
