Job Responsibility:
Manage Bombardier’s compliance with German and EU export control regulations, laws, and sanctions for all Bombardier related activity in Germany and the EU
Assist with U.S., Canadian, and UK export control regulations, laws, and sanctions
Management of German and EU export control compliance for Bombardier with respect to of aircraft parts and maintenance services
Oversee, provide guidance to, and work with export control designated officials at various sites within the organization around the world
Provide export control guidance to various internal teams at Bombardier
In conjunction with the current export control specialists, build up and continuously improve the Internal Compliance Program (ICP) by identifying requirements for the development and implementation of policies and procedures to ensure Bombardier’s export control and sanctions compliance
Oversee export control licensing submissions to export control agencies in Germany and other EU member states. This includes handling export licensing authorizations and other approvals, as well as any communication with the Bundesamt für Wirtschaft und Ausfuhrkontrolle (BAFA) and equivalent export control agencies in other EU member states
Approve transactions involving the uses of Exemptions and Exceptions under relevant export control laws and regulations
Assisting in the development and presentation of export-related training for Bombardier in Germany and other locations in the EU
Be responsible for regularly issuing communications on export control issues and updates and determining their effect on Bombardier
Be responsible for the application, implementation, and recordkeeping of export licenses, technical assistance agreements, commodity jurisdictions, commodity classifications, or similar authorizations, and registrations with or certifications for relevant export control authorities
Be responsible for conducting regular internal audits to ensure continued export control and sanctions compliance
Review and disposition denied party screening in collaboration with the other export control specialists
Stay current with changes to and application of relevant export control and sanctions regulations
Determination of the export classification of hardware, software, and technology under relevant export control regulations
Be required to travel occasionally domestically and internationally
Requirements:
Minimum of ten (10) years of experience in Compliance related activities or in a related field in the aerospace and defense sector
Bachelor’s degree in relevant field (Law, Business, Engineering or similar field)
Significant experience as an Export Control Officer (Ausfuhrverantwortlicher)
Strong knowledge of the Außenwirtschaftsgesetz (AWG), Kriegswaffencontrollgesetz (KWKG), Export Administration Regulations (EAR) and International Traffic in Arms Regulations (ITAR), including their application in government contracts
Experienced in navigating BAFA’s ELAN-K2 portal
Highly proficient in developing and leveraging established relationships with Bombardier customers, suppliers, and partners
Advanced knowledge of the various applications such as SAP, Salesforce, Excel, Sharepoint, etc.
Highly proficient in analyzing large amounts of data and synthesizing it into meaningful information, analytics, project plans, and recommendations
Thorough knowledge of aviation compliance requirements in export controls and sanctions
Willing to join the board of directors of a Bombardier subsidiary in Germany and to accept personal responsibility for export control compliance towards BAFA
Fluent in German and English
Effective management skills
Effective communication and interpersonal skills with the ability to synthesize information for executive level briefings and recommendations
Ability to interpret complex regulations and contract terms
Nice to have:
Knowledge of export control regulations outside of the EU is an advantage
Proficient with trade compliance software and the application of export control regulations to IT systems
