Job Responsibility
Plans, organizes, reviews, supervises and directs the work of subordinate professional accounting and technical personnel engaged in maintaining general and subsidiary ledgers, budgetary controls and revenue expenditure accounts for all funds
Maintains and controls fixed asset date base system
verifies utility billing system journal entries
reviews financial statements
prepares grant reimbursements
and performs other general accounting operations
Designs and develops accounting controls, systems, forms and procedures, to promote more effective and efficient operations
Participates in the preparation of regular and special financial and statistical statements, and related reports
Monitors and reviews debt service schedule with invoices to ensure timely payments of debt service obligations
Supervises the auditing activities of subordinates and assists external auditors on audition functions at the end of the year
Organizes and monitors annual fixed asset inventories
revises fixed asset file maintenance or data entry for accuracy
determines which purchase orders meet the fixed asset inventories
Audits, designs and develops accounting controls, systems, forms and procedures to promote more effective and efficient operations
Monitors and reconciles bank account analysis statements and take corrective action when necessary
Maintains salary information on independent contractors
reconciles water and sewer accounts
Acts as liaison with external auditor and provide requested information and documentation to General Accounting and other departments of the City
Instructs office staff on computer applications
updates accounting procedures for specific areas
Represents the department in a variety of interdepartmental contracts
confers with departmental representatives on fiscal matters in the interpretation of financial and accounting system policies and procedures
Makes recommendations on hiring, discipline, and promotion of subordinates
authorizes leave and overtime
reviews and rates employee performance reports by subordinates
Reviews and approves investment accounts and general ledger accounts
Must effectively and positively represent the City in delivering and performing work with colleagues and clients, irrespective of gender, race, religion, age, disability, political affiliation or belief, or sexual orientation
Must establish and maintain effective and professional relationships with work colleagues, supervisors and managers
Performs other job duties as assigned
Requirements
Bachelor's Degree from an accredited college or university in accounting with an emphasis on governmental or not-for-profit fund accounting
Five (5) years of responsible experience as a professional accountant including two (2) years in governmental accounting at a supervisory level
Valid Driver's License: With proof of automobile insurance
Background Check: Must have an acceptable background record
Driving Abstract: Must have an acceptable driving record
Nice to have
Master's Degree from an accredited college or university in Business Administration or Accounting with an emphasis on governmental or not-for-profit fund accounting
Certified Public Accountant certification
