Security Engineering Manager

The Security Engineering Manager will serve as Chief Information Officer (CIO) of a newly created electronic money institution based in Dublin, Ireland. This role will lead the IT strategy, governance, and security operations of the regulated entity. This high-impact role is responsible for defining and executing a technology vision that ensures regulatory compliance, operational resilience, and secure service delivery across the regulated entity. The CIO will oversee all IT policies and procedures, maintain a robust IT risk management framework—including business continuity and disaster recovery—and ensure alignment with emerging technologies and standards in the IT, Information Security, payments and financial services industries. Working closely with Microsoft’s engineering, product innovation, and Deputy CISO teams, this individual will collaborate across stakeholder groups to support the development and delivery of compliant, secure, and scalable financial products and services. The role demands continuous evaluation and enhancement of the IT governance framework to meet evolving regulatory expectations and business needs. As a strategic leader, this role will manage vendor relationships, guide outsourcing oversight, and foster in-house competencies to reduce risk exposure and enable sustained operational performance. Success in this role requires deep subject matter expertise, strong cross-functional engagement, and a clear focus on delivering technology outcomes that protect merchants, support business growth, and meet financial objectives.
