The Safeguarding & Welfare Officer acts as the Designated Safeguarding Lead (DSL) for Total Training Provision, ensuring that all learners and staff are protected, supported, and empowered to thrive in learning, work, and life. The role holder leads the safeguarding strategy, welfare interventions, Prevent risk management and staff development, while maintaining full compliance with statutory guidance, including Keeping Children Safe in Education (KCSIE).
Job Responsibility
Act as the primary point of contact for all safeguarding concerns, disclosures, and welfare escalations across the organisation
Respond promptly and appropriately to safeguarding disclosures, ensuring accurate recording, timely action, and effective communication
Maintain and update the Single Central Register (SCR)
Lead on the implementation and annual review of all safeguarding, Prevent, E&D, and Health & Safety policies
Ensure Total Training Provision remains fully compliant with Keeping Children Safe in Education (KCSIE)
Manage all safeguarding casework, including referrals to external agencies
Provide one-to-one welfare support for learners
Deliver calming, grounding, and self-care interventions
Coordinate drop-in clinics for staff and learners
Identify Additional Learning Needs (ALN/SEN) and create tailored support plans
Lead the organisation's Prevent strategy
Maintain and review the Prevent Risk Assessment
Coordinate and track all mandatory training
Deliver safeguarding, Prevent, British Values, E&D, and Staying Safe Online training
Develop and maintain induction units on OneFile VLE
Provide coaching and guidance to staff on managing disclosures
Contribute to the annual SAR, QIP, and reporting for governance boards
Create and maintain Total Topics resources
Develop enrichment programmes
Produce learner-facing materials
Line-manage the SEN Specialist
Oversee the identification of ALN/SEN
Review and approve all Additional Learning Support (ALS) and Learning Support Funding (LSF) recommendations
Ensure the full evidence chain is complete
Monitor the accuracy and timeliness of ALS/LSF data entry
Lead continuous improvement in SEND provision
Lead on emergency preparedness, including planning and delivery of RUN / HIDE / TELL evacuation practices
Create and maintain safety signage and learner information materials
Manage the virtual noticeboard on OneFile
Attend safeguarding meetings, quality meetings, and cross-departmental reviews
Produce statistical reports on safeguarding cases, welfare trends, and training compliance
Maintain accurate, confidential records in line with GDPR
Undertake ongoing CPD

Counselling Skills Certificate
Level 3 Designated Safeguarding Lead
Level 4 Leading Safeguarding Arrangements
Level 2 Understanding Mental Health
Prevent for Leaders & Managers
Channel Awareness
Experience supporting vulnerable learners or young people
Strong understanding of safeguarding legislation and KCSIE
Nice to have
Experience within an Independent Training Provider or FE environment
Knowledge of OneFile or similar VLE systems
Experience creating digital learning resources
Be able to work flexible hours and locations (within reason), if required
