Job Description

Citi’s Risk Management organization oversees risk-taking activities and assesses risks and issues independently of the front-line units. We establish and maintain the enterprise risk management framework that ensures the ability to consistently identify, measure, monitor, control and report material aggregate risks. We’re currently looking for a high caliber professional to join our team as Vice President, Risk Officer - China CRO Office based in, Shanghai, China. Under leadership of China CRO, this role will be part of the Citibank China CRO Office Team that oversee all risk-related regulatory and governance matters in Citibank China Company Ltd to ensure timely escalation and resolution of Risk issues from all Risk segments through established escalation channels to the appropriate country, cluster or global governance committees. The Risk Officer will also support Risk Governance Officer to work closely with cluster and global risk office on regular, ad hoc, and crisis management-related requests for audiences that include senior management, the Citigroup Board of Directors, rating agencies, and regulators.

  • Support CRO Office Team for Comprehensive Risk Management Implementation for Citibank China
  • Coordinate important regulatory required governance activities
  • Work with 1LoD to coordinate Legal Entity Risk Management Framework implementation
  • Prepare Risk-related governance committees and supervise execution of regulatory and Board deliverables
  • Ensure follow up actions raised by governance and Board committees are diligently and completed timely per assignments
  • Prepare assigned risk-related regulatory reports to ensure completeness, consistency and accuracy
  • Coordinate regulatory audits, requests, surveys, stress test and presentations if applicable
  • Perform Regulation Change Assessment for all new or updated applicable Risk regulations issued by local and other relevant regulators
  • Coordinate, design and oversee timely and comprehensive implementation of such regulations by all businesses and product groups by writing, reviewing local procedures
  • Prepare global policy/local guidelines initiatives that impact China by collaborating with Global/Local Risk teams from different risk stripes if required
  • Participate in cluster/global projects as assigned
  • Participate in driving timely completion of Internal Audit, regulatory, and other Risk-related CAPs in China upon assignments
  • Promptly communicate and escalate any significant issues and breaches that may materially affect Citibank China's risk profile
  • Responsible for documentation relating to regulatory and strategic deliverables per assignment

Requirements

  • Bachelor’s degree, MBA, CPA, or CFA
  • 8+ years of Risk experience in a global organization
  • In-depth knowledge of risk policies, procedures, standards, NFRA regulatory frameworks, banking products and services
  • Experience with coordinating regulatory reviews and responding to regulatory requests and surveys
  • Good analytical skills to filter, prioritize and validate potentially complex information from multiple sources for production of reports, presentations for senior audiences
  • Excellent English and verbal and written communications skills
  • Demonstrated project management skills and ability to manage several programs simultaneously
  • Demonstrated ability to directly and indirectly influence and effectively partner with key constituents and stakeholders
  • Demonstrated ability to distill technical concepts and results into intuitive, impactful, and easily digested messages for senior management, auditors, and regulators
  • Excellent track record of effectively assessing and managing competing priorities
