Under supervision of the Environmental Operations Manager, the Regulatory Specialist supports the Environmental Operations Manager with compliance of the Airport’s environmental compliance program’s suite of regulatory obligations managed and maintained by the Airport’s Facilities Division. This is a dynamic, hands-on role that balances administrative oversight with extensive field work.
Job Responsibility:
Track, develop, implement, report and/or enforce plans, policies and goals to ensure adherence to requirements set by the following environmental regulatory bodies: Regional Water Quality Control Board (RWQCB), Bay Area Air District (BAAD), Certified Unified Program Agencies (CUPA)
Advise and track environmental obligations, emerging regulations, permit and inspection processing, practices, and procedures
Coordinate timely reporting and response to any incidents of non-compliance with permits and/or need to enforce or implement regulatory requirements related to these permits
Prepare applications, plan, update, and/or report including but not limited to: Sewer System Management Plan, Airport’s Storm Water Pollution Prevention Plan, National Pollutant Discharge Elimination System (NPDES) permit required reports, pollution prevention reports, sanitary sewer overflow (SSO) reports, Certified Unified Program Agencies (CUPA) compliance reports, Hazardous Material Business Plan (HMBP), Spill Prevention Control and Countermeasure Plan (SPCC)
Participate in and conduct inspections of facilities to ensure compliance with federal, state, and local environmental regulations (such as construction site activities, wastewater and stormwater facilities, commercial and industrial discharges, underground/aboveground storage tanks, and hazardous waste management, etc.)
Collect, review, and analyze data from inspections
Prepare annual reports to support compliance enforcement and enforcement actions
Develop and implement wastewater and storm water pollution prevention and spill management programs
Work cross-functionally with Airport Sustainability and Health & Safety teams to ensure compliance with Title V reporting, zero-waste policies, Cal/OSHA compliance, and hazardous waste compliance
Act as the official California Underground Storage Tank (UST) System Operator for the Airport
Drives city vehicles
Requirements:
A baccalaureate degree from an accredited college or university with major course work in natural sciences, engineering, environmental or resource planning or a related field
Four years of verifiable work experience in environmental permitting and regulations
environmental investigations
environmental or other regulatory compliance
or environmental project management
or utility regulatory analysis
Possession of a valid California driver's license
A Master’s degree in natural sciences, engineering, environmental or resource planning, public policy, economics or a related field may substitute for one (1) year of work experience
A law degree may substitute for one (1) year of work experience
A PhD in natural sciences, engineering, environmental or resource planning, public policy, economics, or related field may substitute for two (2) years of work experience
Nice to have:
Experience with regulatory compliance and coordinating related environmental compliance programs and/or projects such as resource recovery, hazardous waste, and stormwater management/water quality
Experience with the regulatory agencies databases such as Stormwater Multiple Application and Report Tracking System (SMARTS), California Integrated Water Quality System (CIWQS), GeoTracker, or California Environmental Reporting System (CERS)
Knowledge of issues related to water quality, treatment, hazardous waste management, and air quality
Experience with applicable laws and regulations set by various federal, state and local environmental and regulatory agencies
Application of how best to plan, organize and execute successful compliance schedules
Knowledge of National Pollutant Discharge Elimination System (NPDES) permit and State’s Sanitary Sewer Overflow Order
Knowledge of underground storage tank, emerging pollutant of concerns and spill management
Experience preparing NPDES permit applications
Experience working independently while also building and maintaining effective working teams and inter-departmental relationships
Proficiency in programs for text editing, spreadsheet input and analysis, desktop publishing, database maintenance, slide presentations and related applications
