The role will give the candidate the opportunity to expand knowledge of Middle East and Africa’s (MEA) / EU financial services regulations and make a significant contribution to key deliverables of the team. Identification Lead/RCA is a critical role to deliver applicable laws, rules regulations to be assessed for applicability and actions. The Regulatory Change Identification Lead (“ID Lead”) will serve as the primary responsible party for monitoring Regulatory Changes (“RCs”) issued by regulatory authorities as defined in RM Scope in the RM Procedures in Middle East and Africa cluster. ID Leads will identify RCs through multiple channels including, but not limited to, monitoring websites, direct email notification from a regulator, and paper correspondence. Further, ID Leads will work with a third-party subscription service/vendor (via a law firm or aggregator services) to review the RCs identified by the vendor in the External Source Intake queue for assignment for applicability determinations. Upon identification of an RC, ID Leads will create RC records. In instances where an ID Lead is also the RCA (non-NAM jurisdictions), the ID Lead will preliminarily assess the RC to identify Assessment Units (“AUs”) that may be impacted by the RC and the associated ICRM Regulation Coverage Leads. For RCs categorized as potential extra-territorial regulations (“ETRs”), the RC will automatically route to the Global ETR RCA Unit (managed by 2nd Line of Defense) and will be assigned to the Global & appropriate Regional RCA for review at an ETR Governance Forum. The output of the forum will include a determination if the RC is an ETR and guidance on how to interpret applicability which will be appended to the RC record for reference. The ID Lead will be responsible for applying the confirmed ETR Flag to the RC record, while the ETR Coordinator for the respective RC will assign the RC to the impacted RCA units for AU assignment based on the ETR Guidance material. Role covers multiple jurisdictions and hence requires other language skills (in addition to English) like French, Russian/Ukrainian.

Job Responsibility:

  • Review LRRs identified by third-party subscription vendors and monitor assigned Regulatory Authorities to identify RCs in External Source Intake to disposition as applicable or not applicable
  • ID Leads will perform manual identification of RCs when a third-party subscription service/vendor is not available
  • Complete Scope Assessment questionnaire with consultation from P/F ICRM to determine scope, if needed
  • Upon identification of an applicable RC, create and submit a Regulatory Change Identification Record in Citi applications
  • For non-NAM jurisdictions where ID Leads and RCAs are the same person, identify and assign RC to potentially impacted GAUs and their associated ICRM Regulation Coverage Leads
  • Timely execution of tasks in accordance with Metrics/KPIs due dates
  • Where they are the task owner or co-owner, escalate to relevant senior management where Program-defined governance and escalation protocols are to be executed
  • Where they are the task owner or co-owner, escalate to relevant senior management where these tasks are expected to be and/or are in 'Overdue' status, in accordance with established, Program-defined governance and escalation protocols

Requirements:

  • Bachelor’s degree in a relative field, advanced degree a plus
  • Speaking English, and French or Russian/Ukrainian would be prioritized in intake consideration
  • Relevant senior banking industry experience, preferably with experience working in compliance, banking legal, audit, or operational risk management
  • Understanding regulatory frameworks governing banking activities
  • Understanding banking products or services delivered
  • Ability to manage complex documentation with organization and detail
  • Must possess excellent interpersonal and project management skills, as well as the ability to interact and communicate effectively with Senior management

  • Annual Country Compliance Plan: Preparing, obtaining approval and successfully completing an annual compliance risk management plan, in accordance with the global template and content and presentation requirements, setting out how compliance risk will be managed within the jurisdiction and its constituent parts, and the role to be played by ICRM in order to achieve the plan. Identification of the jurisdictional requirements, accountabilities and the process ownership and monitoring and testing ownership, as well as the determination of suitable staffing, hours required and secured budget in order to achieve the state of compliance within risk appetite will be set out in the plan, which will be reviewed quarterly with the jurisdictional CCC and ICRM, as well as any applicable legal entity, as well as where required by applicable regulatory agencies. The annual country compliance plan must take into consideration the applicable compliance risk assessments and MCAs appropriate to the jurisdiction and its activities.
  • State of Compliance Reporting: Preparing quarterly, in accordance with the approved global format, and in adherence to all established requirements for the State of Compliance reporting. The State of Compliance report will be presented to the appropriate CCC, BRCC and legal entity Board or Board Audit Committee, or other such Board committee required within the jurisdiction.
  • Enhancing Governance: Providing a valued interactive program of support and compliance risk management services covering the assessment and reporting of Key Compliance Risks across products, services, functions, legal entities, service centers and the jurisdiction as a whole.   • Experience with Collibra or similar tools: Demonstrated expertise in successfully implementing data quality in Collibra or comparable platforms, including proficiency in handling workflows, data dictionaries, business glossaries
  • Proven track record of supporting data-driven transformations in complex environments
  • Strong knowledge of with data technologies like SQL, Python, ETL tools, Apache Spark, and modern API frameworks
  • Strong understanding of data modeling, metadata management, and data integration

  • Group Data Quality Framework: Continuously enhance the bank data quality framework in alignment with data governance policies by defining and maintaining data quality dimensions, rules, thresholds, and KPIs (accuracy, completeness, timeliness, consistency, validity, uniqueness), and by establishing critical data elements with clear ownership and controls
  • Data Quality Monitoring & Controls: Implement automated data quality controls using Collibra and integrated data platforms, perform and operationalise data profiling across critical datasets to identify anomalies, patterns, and data defects, build data quality dashboards and scorecards for executive and domain-level visibility, and ensure root cause analysis and remediation workflows are embedded and tracked
  • Regulatory & Risk Alignment: Ensure data quality practices support regulatory obligations, client reporting, and financial disclosures, partner with Risk and Compliance to ensure auditability, lineage, and control evidence, and lead responses to internal audit and regulatory reviews relating to data quality
  • Data Quality and Accessibility: Ensure business teams have access to accurate, high-quality data for decision-making and monitor and improve data integrity across systems and processes
  • Data Issue Management & Remediation: Establish and operate a data issue management lifecycle covering identification, triage, remediation, closure, and prevention, drive business ownership of data quality issues with clear SLAs and accountability and ensure systemic fixes rather than manual patches
  • Data Ownership & Stewardship: Embed data ownership and stewardship models across domains, coach and support Data Stewards in defining and maintaining data quality rules, and drive data literacy and awareness across business and technology teams
  • Integration with Data Lifecycle: Embed data quality controls into data pipelines, onboarding processes, and transformation layers, work closely with Data Engineering to ensure quality by design, and ensure new use cases and products include data quality controls from inception
