The Global Regulatory Capital Report Owner is a management position within the Controllers Organization that will report to the Head of Regulatory Capital & GSIB Reporting. The individual will serve as the team lead of the Regulatory Capital Reporting team. The position will be responsible for the timely filing, completeness, and accuracy, of the Capital & RWA reports. Report ownership accountabilities will range from origination to reporting, including a view of end-to-end data and process flows, ongoing review of data quality scorecards for critical data elements and ensuring certification of authorized data sources. The position will collaborate with a dedicated Data Lead and team for support with the end-to-end data accountability. The Capital & RWA Report Owner will be a key point of contact for the U.S. Regulators, responding to inquiries, and having recurring meetings, as requested, involving the Federal Reserve Bank (FRB), the Office of the Comptroller of the Currency (OCC) and the Federal Deposit Insurance Corp (FDIC). The position will have a high level of visibility within the organization with opportunities to work directly with Executive Management and will interact very closely with other Finance and non-Finance functions throughout Citi, including the Businesses (e.g., Markets), Risk, Treasury, Capital Controllers, Financial Planning & Analysis, as well as Enterprise Technology, & Operations. Collaborating closely with the Capital Calculations and Reporting (CCR) team, the position will be a primary owner and adopter of the multi-year transformation of Regulatory Reporting. The position is expected to provide thought leadership on Regulatory Reporting matters (changes due to Basel 3 End Game) and will also play a significant role in initiatives that are focused on managing the firm’s spot Risk Weighted Assets (“RWA”).
Job Responsibility:
Lead the team responsible for the U.S. regulatory filings, including Basel Capital disclosures, and the regulatory and management reporting close process
Working with the Capital Calculation and Reporting team, relevant Data Leads and team to maintain and continue to enhance data quality throughout the end-to-end data lifecycle
Working with the relevant Risk & Controls team, maintain and continue to enhance an effective internal controls structure
Partner with the Controllers Transformation team to implement the milestones, compensating measures and strategic remediation efforts required to address relevant Consent Order, MRIA and MRAs
Accountable executive for Internal Audits, Independent Risk Management, and external reviews for capital regulatory reporting
Oversight and thought leadership across Capital Reporting governance and activities across Citigroup
Lead team to present to Citi senior management, Citi Bank N.A. senior management, FRB, OCC, and FDIC quarterly financial results and analysis for regulatory filings
Partner with the Regulatory Reporting Interpretative Office, Basel Interpretative Office, and Accounting Policy on their interpretations and assessment of new and proposed regulatory and accounting rules
Review and develop regulatory reporting training with updated regulatory guidance
Requirements:
15+ years of extensive experience within the financial services industry and regulatory reporting
8-10+ years managerial experience
In-depth knowledge of U.S. regulatory reports
expertise in Basel III capital regulations, GAAP/SEC Reporting and stress testing frameworks like CCAR
Able to navigate through a large organization to streamline and summarize multiple information points and create repeatable processes
Exceptional oral and written communication skills
Strong technical problem-solving skills

Ability to manage competing priorities and tasks in a complex and dynamic and work well as part of a team
Bachelor's/University degree in Finance, Accounting or related field
CPA or MBA preferred
