As part of the International Learning Team at Citi this critical role will be responsible for defining, developing, and delivering regulatory learning outcomes tailored for a specific cluster of European countries, ensuring our workforce remains compliant, knowledgeable, and resilient in an ever-evolving regulatory environment. You will partner with the Country Chief Human Resources Officer (CHRO) and support the Chief Country Officer & Banking Head (CCOBH) to understand their learning compliance risks and ensure mandated learning objectives are met. The role reports to the Global Head of Regulatory Learning, based in Singapore, and will act as a trusted advisor to the CHROs within their scope, translating complex regulatory requirements into impactful and effective learning strategies. Job Responsibility:
Understand, implement and monitor regulatory mandated learning requirements for the country markets within scope of coverage
Where possible leverage existing learning solutions to deliver against regulatory learning outcomes, or design new learning solutions when required in partnership with relevant global learning SMEs
Contribute to the overall risk management framework by ensuring regulatory learning programs effectively mitigate compliance risks associated with employee conduct and knowledge
Establish trusted relationships with cluster and country CHROs and CCOBH’s as their main point of contact for learning to consult and provide learning advisory support related to regulatory and audit related learning requirements as part of their overall people strategy
Measure the effectiveness of learning programs and initiatives to drive continuous improvement and impact
Champion the effective use of learning technologies and digital platforms to enhance the accessibility, engagement, and scalability of regulatory learning solutions
Adopt a data driven approach in the design and delivery of learning solutions and initiatives
Support the country and cluster Human Resource teams in managing regulatory audits/inspections and ad hoc requests for learning related data and actions
Work towards certification to facilitate programs in the areas of leadership and professional development, and support the Leadership Development team in delivering global programs in country when required
Requirements:
Experience in Learning & Development, HR, Compliance, or a related field within the financial services industry
Proven experience in designing, developing, and implementing regulatory, compliance, or risk-related learning programs for a large, complex, and geographically dispersed organization
Demonstrable track record of successfully partnering with senior leadership, including CHROs and business heads
Familiarity with risk management frameworks and compliance requirements within financial institutions
Exceptional stakeholder management, influencing, and communication skills (written and verbal), with the ability to articulate complex concepts clearly and concisely to diverse audiences
Strong analytical and problem-solving abilities, capable of translating complex regulatory requirements into actionable learning strategies
Excellent project management skills, with the ability to manage multiple initiatives simultaneously from conception to completion
Highly adaptable and comfortable operating in a fast-paced, dynamic, and global environment
Proficiency in leveraging learning management systems (LMS) and other learning platforms
Bachelor’s/University degree or equivalent experience
