Job Description:

The Finance Chief Risk Office (FINCRO) organization oversees regulatory capital management and RWA reporting. CIAT (Regulatory Capital Interpretation and Analysis Team) provides independent review of Basel III RWA interpretations for complex transactions globally. The role involves leadership responsibilities, regulatory compliance, and collaboration with senior stakeholders for regulatory capital determination.

Job Responsibility:

Demonstrate expertise in leading the risk management strategy for the Finance function, which includes robust risk challenges and mitigations for capital
senior member of the CIAT team which provides independent review and challenge of regulatory capital policies and RWA technical interpretations for Citigroup firmwide
provide Basel III RWA subject matter expertise across a range of exposure/product types and in the development of regulatory capital and risk policies
lead the second line of defense review and approval process with respect to regulatory capital interpretations and RWA treatment of complex financing transactions
interact confidently with CIAT and other stakeholders to recommend and implement improvements to regulatory capital frameworks
work with other areas of risk management to develop and enhance frameworks and applications for risk assessment, benchmarking, regulatory QIS, CCAR, and stress testing exercises
participate in the new product review and approval process, responsible for regulatory capital determination across a range of credit products and complex transactions globally
understand Citi’s capital management and risk management policies, systems, infrastructure, and data requirements
maintain strict compliance with risk-related regulatory requirements
provide analytical insights to senior stakeholders, management, regulators, and Internal Audit
foster a culture of high performance and compliance by supporting a robust control environment.

Requirements:

Minimum of 15 years of experience
expert knowledge of U.S. Basel III Risk Weighted Assets (RWA) regulations
experience in complex structures with ability to deconstruct transactions and understand all the economic risks combined with a deep understanding of regulatory capital principles is preferred
knowledge of credit and funding liquidity risks combined with understanding of legal risks and risk mitigation techniques is preferred
hands-on experience with regulatory examinations and remediation
excellent communication skills with ability to articulate complex concepts and translate them into 'user-friendly' language
skilled in challenging traditional business management and escalating issues when necessary
strong analytical skills and attention to detail
collaborative team player with experience in overseeing risk management and ensuring rule compliance.
