Job Description

The Regional Trade Compliance Associate Manager will support and provide oversight for all regional Global Trade activities, including import, export, duty savings, and special trade program activities. They will develop and implement internal controls, help define strategic planning opportunities, support continuous improvement projects, and keep abreast of legislative and regulatory changes.

Job Responsibility

  • Support and provide oversight for all regional Global Trade activities, including import, export, duty savings, and special trade program activities
  • Develop and implement internal controls relating to Baxter’s global trade activities
  • Help to define strategic planning opportunities for trade operations, maintain a dedicated, high performing Global Trade team and build relationships with facilities and/or country personnel
  • Support & drive continuous improvement projects to ensure globally consistent best in class processes, systems, and standards
  • Keep abreast of all legislative and regulatory changes
  • Provide oversight and support to local import & export operation personnel
  • Monitor changes to Customs and other governing agency laws and regulations and communicate relevant changes
  • Assist in developing and leading regional deployment of globally standard processes and procedures
  • Develop and review Trade & Customs KPI data for APAC countries
  • Customs broker selection and oversight
  • Lead/oversee regional Global Trade Management Software implementation
  • Develop and implement import/export role-based training program
  • Identify and implement strategic cost savings initiatives such as foreign trade zones, duty drawback, free trade agreements, duty suspension regimes
  • Provide support and analysis to ensure existing and future trade operations are structured and operated in an efficient manner
  • Develop regional global trade center of excellence
  • Support design and implementation of an efficient, compliant and cost effective end to end Global Trade framework
  • Represents Baxter’s interest in matters dealing with Global Trade, including managing responses to government requests and managing Customs audits
  • Employ lean principles to prioritize continuous improvement across all Global Trade activities
  • Work closely with local operations (Logistics, Planning & Manufacturing) to seamlessly integrate Global Trade activities

Requirements

  • Minimum of bachelor’s degree with at least 5 years business and/or compliance/regulatory experience
  • Working knowledge of Import/Export laws and regulations, Customs formalities, FDA/MOH requirements and global application
  • Knowledge of Supply Chain concepts and models, order management, trade financing
  • Must be able to perform gap analysis, spot issues related to non-compliance, formulate corrective action plan, present findings to management and operations and implement agreed upon actions
  • Must possess initiative and problem solving skills and must be able to work independently with minimal supervision while recognizing the need to timely update supervisor and engage internal expertise as needed
  • Must be technologically adept, experience implementing Global Trade software preferred
  • Must possess critical thinking ability
  • Must be able to balance several projects concurrently
  • Methodological, rigorous and precise
  • Sense of responsibility and ability to make well-considered decisions
  • Good communication skills
  • Travel required (approx. 10 %)
