Job Description:

This temporary assignment is focused on the development of purchase orders and assisting in the implementation of the CAPPS system. The successful candidate will work both independently and collaboratively in a dynamic, deadline-driven environment, ensuring compliance with procurement guidelines, policies, and Texas state laws.

Job Responsibility:

  • Develop and manage purchase orders and assist with CAPPS system implementation
  • Populate data into the electronic purchasing database and ensure ongoing data maintenance
  • Coordinate the preparation, review, and tracking of purchase orders, including issuance of change orders and communication of order status
  • Review requisitions for accuracy and compliance with procurement regulations
  • Prepare and evaluate bids and quotes
  • tabulate results to determine the best value offers
  • Collaborate with vendors and internal agency divisions to coordinate procurement processes
  • Maintain and audit procurement reports, records, and purchasing files
  • Monitor and interpret applicable legal and regulatory requirements
  • May assist with the preparation of statutorily required procurement reports

Requirements:

  • Bachelor’s degree from an accredited institution in business, public administration, or a related field
  • One year of relevant work experience may substitute for 30 semester hours of college credit
  • Minimum of two (2) years of purchasing and procurement experience in either the public or private sector within the past 10 years
  • Strong attention to detail and analytical skills
  • Excellent written and verbal communication abilities
  • Knowledge of procurement laws and best practices in Texas
  • Ability to manage multiple priorities and meet tight deadlines
  • Proficiency in Microsoft Office Suite and office equipment, including scanning and document filing
  • Strong background in public procurement
  • Technical proficiency in procurement systems
  • Ability to work with high levels of confidentiality and professionalism

Nice to have:

  • Experience with the CAPPS procurement system or similar platforms within the State of Texas
  • At least one (1) year of experience interpreting and reviewing contracts
  • Familiarity with purchasing through State of Texas contracts
  • Current certification as a Certified Texas Contract Manager (CTCM) and/or Certified Texas Contract Developer (CTCD)
