We are partnering with a California university on an urgent maternity leave coverage need for an experienced Public Records Act Specialist to support its Records and Information Management team through approximately mid-November 2026. This individual will step into an active public records compliance function and play a key role in managing California Public Records Act (CPRA) and Information Practices Act (IPA) requests involving research records, patient information, personnel matters, litigation-related materials, media inquiries, and other sensitive institutional records. This is a highly independent role requiring a strong understanding of California public records laws, statutory response requirements, exemption analysis, legal review, and redaction practices. The successful candidate will be comfortable managing requests through completion, exercising independent judgment regarding disclosure obligations, communicating with requestors and internal stakeholders, and ensuring timely, compliant responses to sensitive and complex records requests.
Job Responsibility
Manage California Public Records Act (CPRA) and Information Practices Act (IPA) requests from intake through response and closure
Assess, organize, and track active public records requests while maintaining accurate documentation and reporting
Identify and prioritize high-risk, time-sensitive, or complex requests
Review records for responsiveness, confidentiality concerns, privilege issues, HIPAA considerations, and applicable statutory exemptions
Perform document redactions and quality control review using eDiscovery and document review tools
Draft and assist with required communications, including acknowledgment letters, response letters, and statutory deadline communications
Collaborate with legal, compliance, records management, research, healthcare, and administrative stakeholders to collect responsive records
Apply independent judgment when evaluating disclosure obligations and exemption applicability
Support ongoing records management and compliance initiatives during maternity leave coverage
Requirements
Minimum 3 years of direct California Public Records Act (CPRA) and/or Information Practices Act (IPA) experience
Experience independently managing CPRA/IPA requests from intake through response and closure
Experience reviewing records, applying statutory exemptions, making disclosure determinations, and performing redactions
Experience drafting or coordinating public records responses and communicating with requestors regarding records requests
Experience handling sensitive records involving personnel matters, healthcare information, research records, litigation matters, confidential information, or privileged materials
Working knowledge of California Public Records Act response requirements, statutory deadlines, and compliance obligations
Experience working within a California public agency, university, healthcare system, county, city, or other environment subject to California public records laws
Ability to independently prioritize and manage multiple active requests in a high-volume environment with minimal supervision

Experience using Logikcull, Relativity, Exterro, Adobe Acrobat Pro, or similar document review and redaction platforms
