You will be joining a well-respected and supportive Public Health team committed to improving health outcomes and reducing inequalities across Warrington. The team has established strong partnerships across the council, including Public Protection and Prevention, Adult Social Care, Education and Community Services, Growth, Environment and Transport, and Communications. You will also work closely with a wide range of external partners, including the Integrated Care Board, acute and primary care providers, commissioned services, and the Voluntary, Community, Faith and Social Enterprise (VCFSE) sector. This role sits at the heart of Warrington’s work to tackle poverty and inequalities. The postholder will play a key role in supporting the implementation and delivery of the Crisis Resilience Fund (CRF), with a particular focus on financial resilience, community coordination, and responding to crisis. The role will involve significant partnership working, bringing together organisations and community groups to strengthen local responses and maximise impact. The postholder will report to a Consultant in Public Health and work closely with the senior team to support the development, delivery, and monitoring of the CRF. Alongside this, the role will contribute to wider programmes aimed at tackling poverty, reducing inequalities, and improving community resilience to financial shocks, making a tangible difference to the health and wellbeing of Warrington residents.
Job Responsibility
Supporting the implementation and delivery of the Crisis Resilience Fund (CRF) with focus on financial resilience, community coordination, and responding to crisis
Significant partnership working
Contribute to wider programmes aimed at tackling poverty, reducing inequalities, and improving community resilience
Coordinate priority areas within the CRF including financial resilience and initiatives aimed at reducing demand on crisis services
Provide leadership in advancing Warrington’s broader work to tackle poverty and improve outcomes for vulnerable communities
Systematic planning, delivery, monitoring, and evaluation of CRF and wider poverty-related interventions
Use health intelligence, research, and evaluation
Public engagement and co-production
Requirements
Qualified to degree level or equivalent relevant experience
Strong understanding of public health practice, health promotion, and/or community development approaches
Proven technical expertise in working across multi-agency partnerships, leading programme development, and navigating complex systems
Well-developed understanding of the wider social determinants of health
Insight into the drivers, impacts, and lived experience of poverty and financial hardship
Awareness of the wider system of support including welfare provision, benefits, and voluntary and community sector services
Confident in using public health intelligence, data, and evaluation methodologies
Experience of implementing, monitoring, and developing complex programmes
Effective use of performance and outcomes frameworks and data tools
Strong communication and interpersonal skills
Effective networker
Able to manage competing priorities, work to tight deadlines, maintain analytical and intellectual rigour
Political awareness, negotiation skills, flexibility
Ability to advise, challenge, and influence stakeholders without direct authority
The ability to converse at ease with customers and provide advice in accurate spoken English is essential
