This role is responsible for leading the design and architecture of modern public health data systems, enabling secure, scalable, and interoperable environments. The ideal candidate will bridge public health, analytics, and IT domains to deliver data solutions that support surveillance, reporting, and decision-making. This is a remote opportunity aligned primarily to EST working hours. The Public Health Data Architect will drive the technical vision and implementation of enterprise data architecture for public health systems. This individual will design interoperable frameworks, develop scalable data infrastructure, and ensure alignment with national standards such as FHIR and HL7. The role requires deep expertise in data engineering, system integration, and cloud-based environments, along with the ability to collaborate across technical and non-technical stakeholders.
Job Responsibility:
Lead the design and development of conceptual, logical, and physical data models for public health ecosystems
Architect interoperable data systems, including APIs, schemas, and integration patterns across sources such as EHRs, registries, and surveillance platforms
Design and implement scalable data platforms using tools such as AWS, Snowflake, Salesforce Public Sector Solutions, and Informatica
Build and oversee ETL/ELT pipelines to integrate structured and unstructured public health data
Apply interoperability standards (FHIR, HL7, LOINC, ICD, OMOP) to ensure semantic consistency and system scalability
Guide development of data lakes, warehouses, and marts to support analytics and operational reporting
Establish data governance standards, including metadata management, data quality, and security protocols
Partner with stakeholders across epidemiology, IT, and public health programs to translate business needs into technical solutions
Serve as a technical liaison across agencies, vendors, and modernization partners
Provide leadership on cloud architecture, platform configuration, and identity/access management
Communicate architectural strategies, decisions, and roadmaps to diverse audiences
Requirements:
Master’s degree in Informatics, Information Systems, Computer Science, Public Health Informatics, or a related field
7+ years of experience in data architecture, data engineering, or system integration within healthcare or public health environments
Proven experience designing cloud-based data platforms, data warehouses, and API-driven integrations (AWS, Snowflake, Salesforce)
Strong knowledge of interoperability standards such as HL7, FHIR, LOINC, OMOP, and ICD-10
Expertise in ETL/ELT processes, data modeling, and large-scale data system design
Proficiency in SQL, metadata management, and data security best practices
Ability to communicate complex technical concepts clearly to both technical and non-technical stakeholders
Nice to have:
Experience with public health data modernization initiatives or government health systems
Relevant certifications such as AWS Certified Data Engineer, TOGAF, CDMP, or HL7/FHIR
