The Public Cloud Billing Subject Matter Expert (SME) plays a vital role in managing invoicing and financial processes for IT services in public cloud environments. The position requires at least 5 years of experience in IT financial management and cloud billing. Strong analytical skills and stakeholder management abilities are essential. The SME will ensure accurate billing, resolve disputes, and deliver financial reports to support planning cycles.
Job Responsibility:
Lead the implementation and ongoing support of ITFM billing and chargeback processes for public cloud services
Compile, validate, and reconcile resource unit (RU) and usage data using approved tools and methodologies
Identify and resolve data feed issues, apply approved rates, and aggregate charges to ensure accurate invoicing
Maintain account code tables to support accurate billing, tracking, and reporting
Ensure billed charges are traceable by service, product, and component through standardized tagging
Coordinate with internal and external stakeholders to review preliminary monthly charges and RU volumes
Present, validate, and finalize monthly invoices and supporting documentation using designated billing tools
Provide documented variance explanations for changes in RU costs and volumes in accordance with established thresholds and reporting requirements
Research, analyze, and resolve billing and invoice disputes in a timely manner
Process prior period adjustments (PPAs) and calculate interest where applicable
Respond to service credit requests and process credits in accordance with service level agreements (SLAs)
Monitor and resolve ServiceNow requests within defined SLA timelines
Prepare historical and forecasted utilization and cost reporting, including rolling 18-month forecasts
Update forecasts based on technology changes, capacity planning, and service decommissioning
Prepare and present customer-facing budget reports to support annual operating budgets and biennial Legislative Appropriations Requests (LAR)
Requirements:
5+ years of experience in IT financial management, billing, and chargeback processes within large-scale cloud or hyperscaler environments
5+ years of experience with cloud billing, resource unit tracking, and financial tools or systems (e.g., ITFM platforms, ServiceNow)
Demonstrated experience navigating and resolving complex billing disputes and implementing process improvements
