Job Description

The Proposal Manager supports business growth by contributing across all phases of the Business Acquisition Process (BAP), including managing, developing, and delivering compliant, competitive proposals and other responses related to new business opportunities with customers.

Job Responsibility

  • Support new business acquisition efforts by helping develop capture strategies and leading key activities (e.g., color team reviews, competitive assessments, Price-to-Win analysis) across the full lifecycle of a Defence pursuit
  • Lead proposal response efforts for LOI/RFI/ITQ/DRFP/RFP opportunities in accordance with established Business Acquisition Processes, Shipley methodology, and industry best practices to drive successful capture outcomes
  • Provide guidance to cross-functional proposal teams
  • Manage proposal schedules and deadlines
  • develop proposal artifacts such as outlines, compliance matrices, storyboard plans, and delivery plans
  • Integrate win themes and key differentiators into proposal deliverables, ensuring alignment with capture strategy and customer priorities
  • Support bid approval reviews and manage the resolution of review comments
  • Conduct regular proposal status meetings and track actions through to completion
  • Coordinate with volume leads to ensure messaging is consistent across all proposal sections
  • Collaborate with the broader proposal team to develop, refine, and execute the overall win strategy

Requirements

  • Bachelor's degree with a minimum of 5 years of experience in business development, capture management, proposal management, or program management within the Defence industry
  • At least 5 years of experience shaping strategies that resulted in successful program wins
  • Demonstrated ability to lead complex, cross-functional teams
  • Experience managing and developing proposals for large-scale government programs and services valued at $10M or more
  • Strong stakeholder management skills and the ability to present compelling cases to internal and external audiences
  • Excellent written and verbal communication skills
  • Demonstrated ability to build teams and lead through influence
  • Knowledge of in-service and integrated logistics support requirements for military fleets (naval)
  • Solid understanding of Canada's Defence Strategy, Buy Canadian requirements, and Industrial and Technological Benefits (ITB) policy
  • Knowledge of Federal Government contracting and procurement processes, particularly within the Department of National Defence
  • Experience with Salesforce or other CRM platforms
  • Ability to travel as required
  • Must be eligible to obtain Government of Canada security clearance

Nice to have

  • MBA from a recognized university
  • Experience in the Defence and Naval industry
  • Knowledge of in-service/sustainment and integrated logistics support requirements for naval platforms
  • Bilingualism (English/French) is considered an asset

  • Run structured colour‑team reviews (e.g. Black/Blue/Red/Gold) for both capture and proposal phases, translating review findings into concrete improvement actions and holding owners to account
  • Ensure adherence to Defence solicitation requirements and internal governance, including risk management, commercial approvals and margins, while maintaining a competitive, price‑to‑win‑informed position
  • Coach and mentor bid and proposal team members in Shipley‑aligned capture and proposal best practice, helping to lift overall organisational capture maturity
  • Maintain and continuously improve capture and proposal artefacts – opportunity qualification tools, capture plan templates, content libraries, lessons‑learned – to support repeatable success on complex service delivery projects
