Job Description

The Proposal & Growth Operations Manager leads and manages the full proposal lifecycle for DOD customers while overseeing core operations that support organizational growth. This role ensures proposals adhere to corporate processes derived from Shipley best practices, maintains operational discipline across the growth pipeline, evaluates emerging technologies, and supports business development teams through efficient collaboration tools and workflows. The role supports multiple growth teams across two core markets.

Job Responsibility

  • Lead end‑to‑end proposal development for DOD customers, ensuring all actions follow corporate processes tailored from Shipley methodologies
  • Manage proposal schedules, milestones, color team reviews, contributors, and internal workflows to ensure timely and compliant submissions
  • Conduct RFP compliance assessments, quality checks, and content reviews across all volumes (technical, management, staffing, past performance, etc.)
  • Oversee proposal production including formatting, graphics integration, secure file handling, version control, and final submission
  • Manage the overall growth lifecycle processes and ensure the opportunity pipeline is accurate, current, and maintained within current SharePoint tool
  • Assess, recommend, and implement AI‑driven tools to improve proposal quality, compliance checking, content development, and workflow efficiency
  • Manage team collaboration and productivity through Microsoft applications (Teams, SharePoint), ensuring consistent, effective use across BD and proposal teams
  • Evaluate new tools and technologies to strengthen the Growth function, including Customer Relationship Management (CRM) platforms and other BD‑enablement systems
  • Support integration between capture, business development, and proposal functions to ensure smooth operational execution and improved win probability
  • Provide support to the resource planning of resources necessary to implement the proposal development process

Requirements

  • Minimum of 3 years of Experience managing federal or DOD proposals using Shipley or Shipley‑derived processes
  • 5 years of experience working in the Department of Defense Service Provider space
  • Strong understanding of compliance analysis, proposal schedules, and production workflows
  • Experience with Microsoft 365 collaboration tools (Teams, SharePoint, Word, etc.)
  • Ability to manage multiple deadlines in a fast‑paced environment
  • Excellent communication, coordination, and organizational skills
  • Ability to travel between Maryland and Virginia to provide onsite support for final proposal development activities

Nice to have

  • Experience with AI‑enabled writing or compliance tools
