The Program Manager serves as the senior accountable leader for delivery of enterprise IT services under this contract. The Program Manager is responsible for overall contract performance, strategic alignment, operational stability, and customer confidence across all task areas.This role ensures seamless integration of governance, technology, and process to sustain and enhance enterprise platforms supporting administrative, scientific, and compliance-driven business operations.
Job Responsibility:
Serve as the primary point of contact to the Contracting Officer and COR for all contractual and performance matters
Provide end-to-end program oversight, including operations, enhancements, releases, risk management, and transition activities
Ensure compliance with all SOW requirements, schedule commitments, and Time and Materials financial controls
Lead governance reviews, executive briefings, and performance reporting to Government stakeholders
Oversee subcontractor performance and ensure alignment with contractual obligations
Implement structured risk management processes to identify, mitigate, and monitor technical and operational risks
Establish measurable performance metrics and maintain visibility into service levels, system stability, and delivery outcomes
Ensure disciplined change management, configuration management, and release governance processes are followed
Lead transition-in activities to ensure continuity of services and retention of institutional knowledge
Develop and maintain staffing strategies aligned to Government-provided labor mix and level of effort
Drive continuous improvement initiatives that enhance efficiency, reliability, and service quality
Requirements:
Bachelor’s degree
Minimum 12 years of IT program management experience
Minimum 3 years of experience managing enterprise IT programs comparable in size, scope, duration, and complexity to this requirement
Minimum 3 years of experience managing Federal contracts with multi-year periods of performance
Minimum 3 years of experience managing Time and Materials environments, including financial oversight and labor management
Must be a US citizen with the ability to obtain a Public Trust Clearance
Nice to have:
Master's degree
Experience leading multidisciplinary technical teams and subcontractors
Experience supporting Federal health, research, or scientific organizations
Demonstrated success leading transition efforts from incumbent contractors
Experience implementing enterprise governance frameworks and structured lifecycle methodologies
