Develop and implement holistic procurement strategies for self-built engineering projects, covering materials, equipment, installation, and services
Lead supplier qualification, commercial negotiations, and contract structuring to achieve economies of scale, cost optimization, and risk control
Establish an efficient, closed-loop global sourcing process and standard system
Integrate advanced digital tools to drive process optimization and transparency, ensuring compliance and traceability across the entire procurement chain
Work closely with core business units (Engineering, Design, Budgeting) to consolidate requirements
Ensure precise alignment between project timelines and procurement schedules
Design supplier strategy, capacity building, and risk management mechanisms
Continuously monitor industry and supply chain trends, develop a critical supplier database, and introduce innovative partnership models and long-term strategic agreements
Benchmark against industry leaders and drive innovation
Engage with leading external companies in infrastructure and energy, as well as internal departments, to benchmark processes, exchange technical knowledge, and co-create innovative procurement models to enhance the Group’s competitive edge
Participate in and influence major Group procurement decisions
Provide professional analysis and strategic recommendations to senior leadership, ensuring optimal balance of cost, quality, timeline, and compliance in key projects
Requirements:
Bachelor’s degree or above, preferably in Engineering Management, Logistics Management, Procurement & Supply Chain, or related fields
Minimum 8 years of procurement experience in self-built engineering projects within large-scale infrastructure or energy enterprises
Must have directly led procurement projects valued at PHP 85 billion or above, with proven experience in multi-regional centralized procurement and supply chain integration
Deep understanding of the supplier landscape for engineering materials, equipment, and subcontracting
Ability to formulate and execute effective centralized sourcing strategies
Proficiency in procurement process standardization, transparency, and digitalization methodologies
Track record of successfully building or optimizing procurement systems
Solid international commercial negotiation skills and knowledge of contract law/compliance
Capable of safeguarding organizational interests in complex cross-border projects
Excellent cross-functional communication and collaboration skills
Ability to drive strategic execution effectively in multicultural and multi-regulatory environments
