The Naval Nuclear Laboratory is seeking a Project Manager/Assistant Project Manager to lead teams delivering complex capital and infrastructure projects across a large, operational campus environment. This PM may provide support to existing projects as an Assistant PM or take on delivery of other projects in portfolio based on skill/ability level. Like many government-owned, contractor-operated sites, Knolls is continuously modernizing aging infrastructure to support new office buildings, laboratory facilities, utilities, and other mission-support systems. Projects span a wide range of scopes and must be executed within evolving budgets, strict regulatory requirements, and formal government approval processes. This role offers the scale and complexity of major capital project delivery in a stable, site-based environment, without the travel typically associated with similar work. It is well suited for someone who enjoys leading teams through challenging project conditions and seeing work through from planning to execution.
Requirements:
Lead multidisciplinary teams through the full lifecycle of capital, facility, laboratory, office, and infrastructure projects
Define project scope, develop execution strategies, and establish cost, schedule, procurement, and resource plans
Adapt project strategies to evolving budgets and government funding cycles
Guide projects through internal governance and government approval processes, including development of decision packages and submittals
Coordinate across engineering, construction, procurement, finance, operations, sponsors, and oversight stakeholders
Oversee general contractor and subcontractor execution in a highly regulated environment
Identify and mitigate risks related to scope changes, budget constraints, and working within existing infrastructure
Capture lessons learned and contribute to improving overall project execution practices
Ability to lead project teams through complex constraints within a structured regulatory framework
Strong communication skills, both written and verbal, with the ability to clearly convey project needs and status
Sound judgment when navigating changing budgets, shifting priorities, and multiple approval steps
Ability to solve practical infrastructure and facility challenges on an active site
