Job Description:

We are seeking a Project Manager/Leader with a deep technical background to oversee large-scale, high-profile, and high-risk I&IT initiatives. This role is focused on the delivery of complex Cloud technology projects and the management of enterprise solutions within a sophisticated technical stack. You will be responsible for ensuring project deliverables meet business requirements on time and within budget, while navigating the complexities of large-scale technology procurements and multi-vendor environments.

Job Responsibility:

  • Lead the end-to-end project lifecycle for application, infrastructure, and migration activities, adhering to standard methodologies and government standards
  • Facilitate the Agile/Scrum framework, including backlog management, sprint planning, daily stand-ups, reviews, and retrospectives
  • Manage the full lifecycle of public procurements (RFB development, evaluation, and award) for contracts valued over $2M
  • Develop complex budgets across multiple funding channels, providing accurate forecasts and maintaining strict fiscal accountability
  • Manage enterprise solutions involving OpenShift, WebSphere, DataPower, Cloud Automation Manager, and Ansible
  • Present progress, risks, and mitigation strategies to senior executive steering committees and multi-stakeholder forums
  • Source and onboard multidisciplinary teams, clarifying roles and managing performance expectations for both unionized staff and consultants

Requirements:

  • 10+ years in technology project management
  • 5+ years specifically leading large-scale technology procurements
  • Demonstrated experience managing solutions with IBM Portal, WebSphere, DataPower, OpenShift, Ansible, and Oracle Databases
  • Proven track record in the public procurement lifecycle, including drafting SOWs and negotiating multi-year vendor contracts
  • Expert knowledge of the Agile/Scrum framework and ITIL Foundations (Service Level, Problem, and Change Management)
  • Knowledge of application/infrastructure design and experience with tools such as UrbanCode, Velocity, Cognos, and Informatica
  • Exceptional ability to articulate technical strategy and risk assessments to senior executives and decision-makers
