Job Description:

With a strong pipeline of secured projects and new client opportunities, Project Centre Ltd is entering an exciting period of growth. As part of our expansion across Scotland and the North of England, we are looking to appoint an experienced Project Manager to support the delivery of key transport and parking programmes across both public and private sector clients. Initially, you will be embedded within a key public sector organisation, leading a significant parking transformation programme. This role will focus on managing consultants and suppliers, overseeing technical reporting and business case development, and supporting the introduction of parking charges and associated policy changes across a local authority area in Scotland. You will also play a wider role in supporting Project Centre’s growth in the North, contributing to the delivery of high impact projects across the built environment and transport sectors.

Job Responsibility:

  • Supporting the Client’s Project Manager (Growth & Sustainability) in delivering a county-wide parking review and town centre parking plans
  • Managing day-to-day supervision of the Assistant Parking Manager and overseeing technical output
  • Overseeing traffic, parking and financial modelling, including demand assessments and transport appraisal
  • Reviewing and validating traffic and parking model data, including accessibility analysis
  • Working alongside senior highways and parking officers to review enforcement deployment and service levels
  • Supporting the development of KPIs to measure parking interventions, climate mitigation and modal shift
  • Leading community engagement activity and representing the client at stakeholder meetings and consultations
  • Building strong relationships with elected members, officers, businesses and community groups
  • Producing clear written reports and providing regular programme updates
  • Maintaining control of budgets, forecasting and financial reporting
  • Assuring and signing off technical deliverables to ensure compliance and quality
  • Supporting business development and strengthening client relationships
  • Mentoring colleagues and contributing to team development

Requirements:

  • Experienced Project Manager with a strong background in parking management and/or local authority transport services
  • Strong understanding of procurement processes, contract management and health & safety legislation
  • Experience managing teams and driving performance improvement
  • Proven ability to build effective relationships with stakeholders, elected members and the public
  • Strong analytical and reporting capability
  • Ability to manage complex programmes, prioritise workload and meet deadlines
  • Appropriate professional degree or management qualification (or equivalent experience)
  • Experience within the parking management sector and/or local government environment, with In-depth knowledge of parking and transport legislation, policy and best practice
  • Full UK driving licence and access to a vehicle
