Requirements

Minimum of 5-10 years of related experience in heavy civil or underground utility construction
Proven experience managing multiple projects, crews, and contracts simultaneously
Experience with wet utilities and both private and public-sector work
Equivalent combination of education and experience will be considered
Ability to read and comprehend simple instructions, short correspondence, and memos
Ability to write simple correspondence
Ability to effectively present information in one-on-one and small group situations
Ability to add, subtract multiply and divide
Ability to perform these operations using units of American money and weight measurement, volume and distance
Ability to read a tape measure and convert inches into tenths

Job Responsibility

Provide overall leadership and management of multiple construction projects from preconstruction through final acceptance
Study plans, specifications, and contract documents to determine appropriate construction means, methods, sequencing, staffing, and equipment requirements
Direct, schedule, supervise, and coordinate field operations
Oversee procurement of materials, tools, subcontractors, and rental equipment
Monitor job cost reports, labor productivity, equipment utilization, and project margins
Prepare, review, and approve project estimates, schedules, budgets, and change orders
Recruit, hire, train, manage, and mentor project managers, superintendents, foremen, and field personnel
Provide leadership development, coaching, and performance feedback
Prepare recommendations for employee performance evaluations, promotions, disciplinary actions, and workforce planning
Serve as the primary point of contact for owners, engineers, inspectors, regulatory agencies, subcontractors, suppliers, and other project stakeholders

Requirements

7-10 years’ of Civil Estimating experience
Proficient in software such as HeavyBid, Planswift and Bluebeam
Strong experience in Subdivisions and Underground Utilities
Ability to run full cycle Estimating independently

Job Responsibility

Review drawings, specifications, and tender documents to determine project scope and requirements
Prepare accurate cost estimates for civil construction projects, including earthworks, utilities, and infrastructure
Perform quantity takeoffs for materials, labour, and equipment
Solicit and evaluate subcontractor and supplier pricing
Develop detailed bid packages and proposals within tight deadlines
Analyze project risks, site conditions, and constructability factors
Collaborate with project managers and operations teams to validate estimates
Maintain and update cost databases, unit rates, and historical data
Participate in bid reviews, value engineering, and scope clarifications
Support project handover by providing estimate details to the project team
