Position Summary: As a Project Buyer, you will be responsible for managing the end-to-end transactional procurement process, encompassing RFX activities as well as the full Purchase Requisition (PR) and Purchase Order (PO) lifecycle. You will proactively expedite and follow up on orders to ensure on-time delivery in alignment with internal priorities and quality standards, and in accordance with established terms and conditions. Your role will be instrumental in driving continuous improvement in supplier performance and optimizing commodity costs. You will collaborate closely with project management teams and senior leadership to achieve key business objectives, and will take full ownership of all sourcing activities related to part management. This position requires a solid foundation of procurement skills, along with a thorough knowledge of purchasing and sourcing principles. You will be accountable for the effective and timely execution of procurement activities, ensuring an uninterrupted flow of goods and services essential to organizational success.
Job Responsibility
Manage the end-to-end transactional procurement process, encompassing RFX activities as well as the full Purchase Requisition (PR) and Purchase Order (PO) lifecycle
Proactively expedite and follow up on orders to ensure on-time delivery
Manage RFx activities and carry out local negotiations within delegated thresholds
Prepare regular purchasing reports and analyses
Execute and own the fulfillment process from purchase requisition (PR) receipt through order creation, purchase order (PO) issuance, tracking, and invoice processing
Ensure accuracy and completeness of orders regarding commodity codes, delivery locations, supplier details, and relevant notes
Engage with suppliers to confirm PO receipt and secure delivery commitments
follow up and expedite as necessary to ensure timely delivery
Manage and resolve medium- and high-level procurement problems or disputes
Meet weekly with internal project teams to review procurement priorities and provide updates on status of open orders
Coordinate PR priorities with project planning and industry requirements to align with business needs
Maintain strong working relationships with suppliers, as well as other tactical buyers
Support the implementation of improved SAP or other system functionalities to enhance purchasing efficiencies
Ensure all procurement activities align with company, ISO series quality standards, and defense regulatory requirements
Maintain an ethical approach in all procurement tasks, in line with Thales policies
Identify and report medium- and high-level procurement issues to Supply Chain Manager, Category Buyers/Managers as directed
Support efforts to monitor and improve departmental KPIs
Support all relevant department activities as required to meet team goals and objectives
Familiarize oneself with and consistently apply company procurement policies and procedures
Requirements
Possess a university degree in any field and a minimum of 1 year of demonstrated experience in a procurement and finance related activity within the last 5 years
or possess a diploma from a recognized college program in procurement, finance, economics, commerce, accounting or materiel management and a minimum of 18 months of demonstrated experience in a procurement and finance related activity within the last 6 years
possess a minimum of 1 year of demonstrated experience in a procurement and finance related activity in the federal government, either as a civilian or military Crown employee or as contractor personnel through extensive experience dealing with the federal government
Minimum 3 years of relevant experience performing similar activities within a supply chain environment
Experience and ability to understand contract terms & conditions
Previous experience using of SAP or other Enterprise Resource Planning (ERP) system
Able to prioritize tasks while meeting deadlines in high-pressure environment
All applicants must be able to obtain a Canadian NATO Secret clearance and meet the eligibility requirements outlined in the Canadian Controlled Goods Registration Program and ITAR
