The Senior Program Manager will help operate and maintain a US government agency’s enterprise IT infrastructure and enhance key systems to support operating programs and increase efficiencies. The project scope includes operations support, systems engineering and lifecycle management, network operating services, end user support and technical assistance, engineering support, and design, implementation, and maintenance of IT systems and services to ensure the availability, performance, security, and reliability of IT infrastructure and applications. The SPM leads complex, multi‑workstream programs and is responsible for overall direction, coordination, and execution oversight. This role ensures alignment to organizational and client objectives, manages program financials, mitigates risks, and maintains strong communication with senior stakeholders. The Program Manager directs cross‑functional resources, oversees deliverables, and ensures projects meet scope, schedule, cost, and quality expectations.
Job Responsibility:
The Senior Program Manager provides end‑to‑end leadership for a portfolio of interrelated projects, ensuring successful delivery across technical, operational, and business domains
Overseeing program governance, execution strategy, and cross‑functional delivery
Managing schedule, cost, scope, risks, dependencies, and quality across multiple project teams
Serving as senior liaison to customers and internal leadership, facilitating decisions and ensuring transparency through executive‑level communications
Directing program planning, status reporting, roadmap development, and performance metrics
Coordinating the work of technical, financial, business, contractor, and vendor teams across multiple locations
Ensuring contractual compliance, maintaining delivery standards, and driving continuous improvement
Anticipating bottlenecks, enabling issue resolution, and ensuring teams stay aligned with organizational goals
Requirements:
Minimum 10 years of program/project management experience leading complex, multi‑task programs
Bachelor’s degree in business, engineering, IT, related discipline or equivalent experience
High School Diploma + 4 additional years of experience = Associate's Degree
Associate's Degree + 4 additional years of experience = Bachelor's Degree
Minimum of one of the below certifications: CISSP
CISM
Project Management Professional (PMP)
Ability to obtain/maintain a Public Trust clearance
Nice to have:
Experience supporting programs in federal, state, or regulated environments
Knowledge of Agile/lean delivery practices and standard program management frameworks
Proven leadership across technical and operational workstreams
Strong analytical, risk‑management, and problem‑solving abilities
Expertise in status reporting, stakeholder communication, and decision‑support
Ability to manage contractor personnel, subcontractors, and geographically dispersed teams
