Job Description:

The Delivery Director at NTT DATA will lead large-scale networking and fiber infrastructure programs within the Public Sector SLED practice. This role requires over 10 years of project and program management experience in IT infrastructure, with a focus on managing service provider networks. The ideal candidate will possess a PMP certification and have a strong background in governance frameworks and vendor management. A bachelor’s degree in a relevant field is required, with a preference for candidates with advanced degrees. Job Responsibility:

  • Direct and oversee end-to-end program delivery for networking and fiber initiatives
  • Manage service provider networks supporting 100+ locations and a network supporting 10,000+ individuals, ensuring high availability and compliance
  • Develop program plans, budgets, and schedules aligned with client objectives and regulatory requirements
  • Lead cross-functional teams and vendors to deliver projects on time and within budget
  • Implement risk management strategies and maintain executive-level reporting on KPIs and financials
  • Facilitating State agency and Master Contractor discussions / meetings
  • Identifying critical paths, tasks, dates, testing, and acceptance criteria
  • Ensuring the application of State System Development Life Cycle (SDLC) standards
  • Providing solutions to improve efficiency (e.g., reduce costs while maintaining or improving performance levels)

Requirements:

  • 10+ years of project and program management experience in IT infrastructure
  • 5+ years managing service provider networks supporting 100+ locations and a network supporting 10,000+ individuals
  • At least eight (8) years of experience managing complex IT development projects and/or programs
  • Project Management Professional (PMP) certification from the Project Management Institute (PMI)
  • Experience in a leadership role for at least three (3) successful projects and/or programs with an organizational change management component
  • At least five (5) years of experience using PMI's Project Management Body of Knowledge (PMBoK) methodologies and artifacts
  • Bachelor’s degree from an accredited college or university in Engineering, Computer Science, Information Systems, Business or a related discipline

Nice to have:

  • Proven ability to manage multi-million-dollar IT programs with complex dependencies
  • Expertise in governance frameworks (PMO standards, ITIL, COBIT)
  • Strong experience in vendor and contract management for large-scale network and fiber deployments
  • Strong technical background in networking technologies (LAN/WAN, SD-WAN, MPLS) and fiber infrastructure
  • Deep knowledge of network design, network engineering, installation, and ongoing maintenance
  • Familiarity with network architecture, routing protocols, and security standards
  • Experience with SD-WAN, MPLS, and cloud networking solutions
  • Experience Managing a Network Operations Center (NOC)
  • Understanding of state/local government procurement processes and compliance requirements
  • Ability to navigate regulatory frameworks for public sector IT projects
  • PgMP (Program Management Professional) – PMI
  • ITIL 4 Foundation or higher
  • Cisco Certified Network Professional (CCNP) or equivalent
  • Certified ScrumMaster (CSM) for Agile environments
