The Delivery Director at NTT DATA will lead large-scale networking and fiber infrastructure programs within the Public Sector SLED practice. This role requires over 10 years of project and program management experience in IT infrastructure, with a focus on managing service provider networks. The ideal candidate will possess a PMP certification and have a strong background in governance frameworks and vendor management. Job Responsibility:
Direct and oversee end-to-end program delivery for networking and fiber initiatives
Manage service provider networks supporting 100+ locations and a network supporting 10,000+ individuals, ensuring high availability and compliance
Develop program plans, budgets, and schedules aligned with client objectives and regulatory requirements
Lead cross-functional teams and vendors to deliver projects on time and within budget
Implement risk management strategies and maintain executive-level reporting on KPIs and financials
Facilitating State agency and Master Contractor discussions / meetings
Identifying critical paths, tasks, dates, testing, and acceptance criteria
Ensuring the application of State System Development Life Cycle (SDLC) standards
Providing solutions to improve efficiency (e.g., reduce costs while maintaining or improving performance levels)
Requirements:
10+ years of project and program management experience in IT infrastructure
5+ years managing service provider networks supporting 100+ locations and a network supporting 10,000+ individuals
At least eight (8) years of experience managing complex IT development projects and/or programs
Project Management Professional (PMP) certification from the Project Management Institute (PMI)
Experience in a leadership role for at least three (3) successful projects and/or programs with an organizational change management component
At least five (5) years of experience using PMI's Project Management Body of Knowledge (PMBoK) methodologies and artifacts
Bachelor’s degree from an accredited college or university in Engineering, Computer Science, Information Systems, Business or a related discipline
Nice to have:
Proven ability to manage multi-million-dollar IT programs with complex dependencies
Expertise in governance frameworks (PMO standards, ITIL, COBIT)
Strong experience in vendor and contract management for large-scale network and fiber deployments
Strong technical background in networking technologies (LAN/WAN, SD-WAN, MPLS) and fiber infrastructure
Deep knowledge of network design, network engineering, installation, and ongoing maintenance
Familiarity with network architecture, routing protocols, and security standards
Experience with SD-WAN, MPLS, and cloud networking solutions
Experience Managing a Network Operations Center (NOC)
Understanding of state/local government procurement processes and compliance requirements
Ability to navigate regulatory frameworks for public sector IT projects
PgMP (Program Management Professional) – PMI
ITIL 4 Foundation or higher
Cisco Certified Network Professional (CCNP) or equivalent
Certified ScrumMaster (CSM) for Agile environments
