Job Description:

Navarro Research and Engineering is recruiting a Program Manager for Environmental Remediation (3795) in Moffet Field, CA. The role oversees restoration activities regulated under CERCLA, as well as non‑CERCLA sites subject to oversight by the EPA, California Regional Water Quality Control Board, and California Department of Toxic Substances Control. The Program Manager is accountable for technical leadership, regulatory compliance, schedule adherence, and overall program performance across multiple sites with strict compliance milestones and potential stipulated penalties for missed deliverables.

Job Responsibility:

  • Lead execution of a complex, multi‑site restoration program supporting the Site Management Plan (SMP) and regulatory compliance dates
  • Manage cost, scope, schedule, staffing, and risk across concurrent restoration, monitoring, and O&M activities
  • Support base year execution and option year planning based on performance, funding, and client direction
  • Serve as the primary interface with client leadership, EPA, Regional Water Board, and DTSC
  • Ensure regulator communications are coordinated with the client Task Order Manager or Remediation Project Manager (RPM)
  • Support regulator meetings, document reviews, and responses to agency comments
  • Oversee all phases of environmental restoration, including: Site investigations and remedial investigations, Human health and ecological risk assessments, Feasibility studies and evaluation of remedial alternatives, Remedial design and remedial action implementation, Operation, maintenance, and monitoring of groundwater extraction and treatment systems, Operation and maintenance of vapor intrusion mitigation systems (SSD/SMD), Long‑term groundwater, vapor intrusion, and post‑closure landfill monitoring
  • Ensure all work products are prepared, reviewed, and certified by California‑licensed Professional Engineers or Professional Geologists, as required
  • Direct PFAS remedial investigations, including groundwater, soil, sediment, and surface water sampling
  • Oversee data evaluation, forensic assessments, and development of pilot studies to mitigate PFAS migration
  • Lead PFAS risk communication efforts with client personnel and the public
  • Lead and coordinate a multi‑disciplinary team of engineers, geologists, biologists, planners, technicians, and subcontractors
  • Ensure staffing capacity supports concurrent fieldwork across all ARC sites
  • Maintain a local field team capable of on‑site response within required timeframes

Requirements:

  • Bachelor’s degree in Environmental Engineering, Civil Engineering, Geology, or related discipline
  • 10+ years of experience managing environmental restoration or remediation projects
  • Demonstrated experience with CERCLA‑regulated sites
  • Proven ability to manage multi‑site, regulator‑driven programs with strict schedules
  • Experience coordinating with Federal agencies and state regulators
  • Strong written and verbal communication skills, including regulator and public‑facing presentations
  • US citizenship is required

Nice to have:

  • California‑licensed Professional Engineer (PE) or Professional Geologist (PG)
  • Direct experience with PFAS investigations and remediation
  • Experience managing groundwater treatment systems and vapor intrusion mitigation systems
  • Prior work supporting NASA, DoD, EPA, or other Federal clients
  • Familiarity with CERCLA Five‑Year Reviews and long‑term stewardship programs
